{"id":16,"date":"2021-04-01T19:21:01","date_gmt":"2021-04-01T18:21:01","guid":{"rendered":"https:\/\/blogs.bath.ac.uk\/council-digest\/?p=16"},"modified":"2021-04-01T19:21:01","modified_gmt":"2021-04-01T18:21:01","slug":"new-regulation-education-agents-and-supervision-agreements","status":"publish","type":"post","link":"https:\/\/blogs.bath.ac.uk\/council-digest\/2021\/04\/01\/new-regulation-education-agents-and-supervision-agreements\/","title":{"rendered":"New regulation, education agents and supervision agreements"},"content":{"rendered":"<p><strong>GOVERNANCE AND REGULATION<\/strong><\/p>\n<p>OfS has announced the immediate introduction of a <a href=\"https:\/\/www.officeforstudents.org.uk\/publications\/consultation-on-student-protection-directions-decision\/\">new condition of registration<\/a> designed to protect the interests of students where a higher education provider has to close or runs into severe financial difficulty.<\/p>\n<p>The government has published <a href=\"https:\/\/www.gov.uk\/government\/collections\/the-prevent-duty-in-higher-education-he-training-and-guidance-for-practitioners\">guidance<\/a> for universities on implementing the Prevent duty, including guidance specific to particular roles, such as the head of institution and chair of the governing body.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>COVID<\/strong><\/p>\n<p>OfS has updated its <a href=\"https:\/\/www.officeforstudents.org.uk\/for-students\/coronavirus-guide-for-students\/student-guide-to-coronavirus\/returning-to-university-in-2021\/\">student FAQ<\/a>s in line with the latest safer travel guidance from the government.<\/p>\n<p>University Alliance has published an <a href=\"https:\/\/www.unialliance.ac.uk\/2021\/03\/29\/university-and-student-union-leaders-call-for-a-return-to-campus\/\">open letter<\/a> calling for the government to allow universities to fully reopen campuses from 12 April. Meanwhile, the Higher Education Policy Institute has published <a href=\"https:\/\/www.hepi.ac.uk\/2021\/04\/01\/students-views-on-the-impact-of-coronavirus-on-their-higher-education-experience-in-2021\/\">polling on the student experience<\/a> during the Covid pandemic. Less than half of the respondents expect to receive face-to-face teaching during the remainder of the academic year.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>RESEARCH AND INNOVATION<\/strong><\/p>\n<p>The first ever edition of the long-heralded <a href=\"https:\/\/kef.ac.uk\/\">Knowledge Exchange Framework<\/a> (KEF) was released by Research England this week. It seeks to support universities in interrogating their own performance on exchange.<\/p>\n<p>Opposition has continued to government cuts to UKRI official development assistance funding with widespread coverage in the media \u2013 see the President of UUK in the <a href=\"https:\/\/www.theguardian.com\/science\/2021\/mar\/31\/uk-scientists-funding-cuts-grants-foreign-aid\">Guardian<\/a> for example.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>RECRUITMENT<\/strong><\/p>\n<p>The British University International Liaison Association and the UK Council for International Student Affairs have published a report on the <a href=\"https:\/\/www.buila.ac.uk\/news\/2021\/ukcisa-and-buila-launch-sector-wide-agent-quality-framework\">UK\u2019s approach to quality assurance for overseas education agents<\/a>, suggesting that a quality assurance framework might be needed.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>STUDENT ISSUES<\/strong><\/p>\n<p>THE has an interesting article on a growing trend towards using <a href=\"https:\/\/www.timeshighereducation.com\/news\/spread-supervision-agreements-protects-phd-students-abuse\">supervision agreements<\/a> to govern the relationship between PhD students and their supervisors.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>EQUALITY, DIVERSITY AND INCLUSION<\/strong><\/p>\n<p>This week a <a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/974507\/20210331_-_CRED_Report_-_FINAL_-_Web_Accessible.pdf\">report<\/a> from the Commission on Race and Ethnic Disparities has caused widespread controversy, but there are \u2013 nonetheless \u2013 some interesting recommendations in relation to higher education (see recommendations 3, 7, 8, 13, 15, 17, 20 and 24).<\/p>\n<p>Advance HE has published <a href=\"https:\/\/www.advance-he.ac.uk\/news-and-views\/diversity-monitoring-data\">guidance<\/a> on the collection of data about the identity characteristics of students and staff in higher education.<\/p>\n<p>The last of the Advance HE podcasts on <a href=\"https:\/\/www.advance-he.ac.uk\/knowledge-hub\/decolonising-identity-can-i-get-my-ally-badge-now\">Decolonising Identity<\/a> has been released.<\/p>\n<p>HEPI is running a free seminar on Monday 26 April entitled \u201cHow can we build a more sophisticated understanding of universities\u2019 contribution to social mobility\u201d.
