In a communication earlier this week, it was announced that universities will no longer be authorised to distribute free lateral flow test packs. A formal public communication is set to follow next week.<\/p>\n<p>Advance HE\u2019s <a href=\"https:\/\/www.advance-he.ac.uk\/knowledge-hub\/governor-view-getting-balancing-act-right-covid-campus-guidelines?_cldee=ZWtjMjZAYmF0aC5hYy51aw%3d%3d&amp;recipientid=contact-796ce3639e17eb11a8130022481a6b01-9bbf26fc80f54b939cfaf93f4a1a76c2&amp;utm_source=ClickDimensions&amp;utm_medium=email&amp;utm_campaign=Governance%20Bulletin&amp;esid=40b40144-0388-ec11-93b0-0022481b402c\">Governors' Views Roundup<\/a> discusses 'Getting the balancing act right on Covid campus guidelines'. With many restrictions now lifted across the UK, and an encouragement from ministers to resume face-to-face teaching, read the views from a number of governors in the sector, considering the potential impact on the student experience, staff morale, finances and reputation.<\/p>\n<h2>Regulatory and governance<\/h2>\n<p>The Office for Students (OfS) has published <a href=\"https:\/\/www.officeforstudents.org.uk\/data-and-analysis\/a-geography-of-english-higher-education\/\">dashboards<\/a> which explore the geographical distribution of higher education teaching provision in England for 2019-20.\u00a0 The dashboards show provider locations at various geographic areas, and a breakdown of subject provision. You can filter by characteristic groups studying higher education in each region. OfS has also <a href=\"https:\/\/www.officeforstudents.org.uk\/data-and-analysis\/student-number-data\/get-the-current-student-numbers-data\/\">published data<\/a> on the number of full-time equivalent higher education students at providers which are registered with the OfS for the academic year 2020-21.<\/p>\n<p>A major reorganisation within the <a href=\"https:\/\/www.gov.uk\/government\/publications\/review-of-the-education-and-skills-funding-agency\">Department for Education<\/a> (DfE), in response to David Bell\u2019s review of the Education and Skills Funding Agency, will see a single post-16 policy team under a single Director, encompassing higher education, further education, adult learning, and employer-led learning, established within DfE.<\/p>\n<p>The <a href=\"https:\/\/www.hesa.ac.uk\/news\/17-02-2022\/hesa-and-jisc-explore-merger\">merger between Jisc and HESA<\/a> moves a step closer as the two organisations actively explore becoming one, to create \u201cresilient joint capacity\u201d for data and digital in the UK. This move would remove HESA\u2019s designated data body status in England and a new body would be appointed via an OfS consultation and confirmed by the Secretary of State for Education.<\/p>\n<p>Advance HE is developing a <a href=\"https:\/\/www.advance-he.ac.uk\/membership\/membership-2021-22\/global-leadership-survey-and-framework\">Global Leadership Survey and Framework<\/a> for leadership in higher education, research institutes and related organisations. He explores the central role of knowledge exchange.<\/p>\n<p>Levelling up minister, Neil O\u2019Brien, <a href=\"https:\/\/questions-statements.parliament.uk\/written-questions\/detail\/2022-02-08\/120816\">answered a question<\/a> on the inclusion of student accommodation in housing development targets.<\/p>\n<h2>Quality<\/h2>\n<p>On Tuesday, THE published their <a href=\"https:\/\/www.timeshighereducation.com\/world-university-rankings\/2022\/young-university-rankings?&amp;utm_source=newsletter&amp;utm_medium=email&amp;utm_campaign=rankings_newsletter&amp;mc_cid=9a382a1155&amp;mc_eid=f3d44b8d75#!\/page\/0\/length\/25\/sort_by\/rank\/sort_order\/asc\/cols\/stats\">Young University Rankings 2022<\/a>, revealing the top institutions that are aged 50 years or under.\u00a0 The results reveal that India and Turkey now lead the list in terms of representation, while a French university takes the number one spot for the first time.<\/p>\n<p>In a <a href=\"https:\/\/www.gov.uk\/government\/speeches\/universities-minister-puts-quality-at-the-heart-of-higher-education\">speech<\/a> at a UCAS event this week, Universities minister, Michelle Donelan, requested transparency in advertising, suggesting that all adverts for higher education in next year\u2019s admissions cycle (whether online, on a billboard or in a prospectus) should include drop-out and progression rate data.\u00a0 An advisory group, with representatives from Universities UK, GuildHE, UCAS and the Office for Students (OfS), will publish guidance in the spring.<\/p>\n<p>In this <a href=\"https:\/\/www.officeforstudents.org.uk\/news-blog-and-events\/blog\/getting-to-grips-with-the-tef-what-does-it-mean-for-me\/\">OfS article<\/a>, former Undergraduate Education Officer at University of East Anglia\u2019s Students' Union, Callum Perry explains why he thinks students should have their say on the future of the Teaching Excellence Framework (TEF).<\/p>\n<h2>Pensions<\/h2>\n<p><a href=\"https:\/\/www.ucu.org.uk\/article\/12103\/Huge-numbers-of-staff--students-on-picket-lines-across-the-UK\">UCU\u2019s industrial action<\/a> over pensions saw staff take to the picket lines this week, with support from students.\u00a0 Staff from a total of 68 providers will take action on pensions, pay, and working conditions for the first two days of next week.<\/p>\n<h2>EDI and Widening Participation<\/h2>\n<p>According to this year\u2019s staff data from the <a href=\"https:\/\/www.hesa.ac.uk\/news\/17-02-2022\/higher-education-staff-data-202021\">Higher Education Statistics Agency<\/a> only 3 per cent (130) of university governors identify as Black, with 5.7 percent (225) identifying as Asian and 2.1 percent (85) identifying as mixed race. However, record number of disadvantaged students have applied to start university or college this autumn according to \u00a0<a href=\"https:\/\/www.ucas.com\/corporate\/news-and-key-documents\/news\/disadvantaged-students-show-confidence-applications-they-approach-exams\">new figures from UCAS<\/a>.<\/p>\n<p><a href=\"https:\/\/www.unite-group.co.uk\/living-black-at-university?_cldee=ZWtjMjZAYmF0aC5hYy51aw%3d%3d&amp;recipientid=contact-796ce3639e17eb11a8130022481a6b01-9bbf26fc80f54b939cfaf93f4a1a76c2&amp;utm_source=ClickDimensions&amp;utm_medium=email&amp;utm_campaign=Governance%20Bulletin&amp;esid=40b40144-0388-ec11-93b0-0022481b402c\">Living Black at University<\/a> is a major new report into Black students\u2019 experience in UK student accommodation, commissioned by Unite Students and carried out by Halpin Partnership.\u00a0 The research explores the experiences of Black students across university accommodation and private halls of residence, amplifying their voices and stories to the wider Higher Education sector.<\/p>\n<h2>Student experience and wellbeing<\/h2>\n<p>The Student Futures Commission has published its <a href=\"https:\/\/upp-foundation.org\/student-futures-commission\/news\/a-student-futures-manifesto\/\">final report<\/a> which calls for joint action between universities and students to tackle problems caused by the pandemic.
