Signatories of the <a href=\"https:\/\/csus.co1.qualtrics.com\/jfe\/form\/SV_3OvI7MqIyRE6IhE?jfefe=new\">letter<\/a> urging peace include dozens of top academics and a Nobel prize winner.<\/p>\n<p>Universities minister, Michelle Donelan <a href=\"https:\/\/questions-statements.parliament.uk\/written-questions\/detail\/2022-03-16\/141157\">answered<\/a> written questions this week on DfE guidance to universities on providing support and advice for Ukrainian students.<\/p>\n<p>Legal migration minister, Kevin Foster <a href=\"https:\/\/questions-statements.parliament.uk\/written-questions\/detail\/2022-03-08\/136629\">answered<\/a> written questions on visas for international students that have had to leave the Ukraine due to the ongoing conflict.<\/p>\n<h2>HE and Parliament<\/h2>\n<p>On Monday, the House of Commons Public Accounts Committee held a wide-ranging evidence session as part of its inquiry into the financial sustainability of HE. Discussions included the recent National Audit Office report, DfE policy intentions for student numbers, an upcoming review of the OfS key performance measures alongside a new OfS strategy and a systematic survey of provider perspectives on the OfS. The event recapped recent survey findings on the affordability of student accommodation and the <a href=\"https:\/\/www.unitegroup.com\/wp-content\/uploads\/2022\/02\/Living-Black-at-University-Report_FINAL.pdf\">experiences of Black students in university accommodation<\/a>. Alongside the <a href=\"https:\/\/www.gov.uk\/government\/speeches\/spring-statement-2022-speech\">speech<\/a>, there are <a href=\"https:\/\/www.gov.uk\/government\/publications\/spring-statement-2022-documents\">documents<\/a> from the Treasury on policy detail, and a fiscal outlook <a href=\"https:\/\/obr.uk\/efo\/economic-and-fiscal-outlook-march-2022\/\">summary<\/a> from the Office of Budgetary Responsibility. The Institute for Fiscal Studies <a href=\"https:\/\/ifs.org.uk\/publications\/16003\">published<\/a> its initial view of the statement and Wonkhe <a href=\"https:\/\/wonkhe.com\/blogs\/whats-in-the-spring-statement-for-higher-education\/?utm_medium=email&amp;utm_campaign=Wonkhe%20Daily%20-%20Thursday%2024%20March&amp;utm_content=Wonkhe%20Daily%20-%20Thursday%2024%20March+CID_3704dfdd6ee09775bca64f07c9682a08&amp;utm_source=Email%20marketing%20software&amp;utm_term=David%20Kernohan%20takes%20a%20first%20look%20at%20the%20detail%20of%20the%20Spring%20Statement%20and%20the%20OBR%20review\">reflects<\/a> on what the statement could mean for HE.<\/p>\n<p>The DfE has <a href=\"https:\/\/www.gov.uk\/government\/news\/update-on-pre-2012-income-contingent-icr-student-loans-interest-rate\">confirmed<\/a> that the current interest rate for pre-2012 income contingent (ICR) student loans will remain at 1.50%.<\/p>\n<h2>Workforce and pensions<\/h2>\n<p>A third wave of UK wide university industrial action started earlier this week as <a href=\"https:\/\/www.ucu.org.uk\/article\/12205\/Third-wave-of-UK-wide-university-strikes-begins-today-with-five-day-walkout\">UCU<\/a> members at 67 universities walk out over pensions and pay and working conditions. UCU chief executive, Jo Grady <a href=\"https:\/\/twitter.com\/DrJoGrady\/status\/1505819121124061184\">called<\/a> on union members to share content on social media to widen awareness of the dispute. The House of Commons Library <a href=\"https:\/\/commonslibrary.parliament.uk\/research-briefings\/cbp-8156\/\">produced<\/a> a briefing this week to provide background to the action over the USS pensions.<\/p>\n<p>Staff at Staffordshire University are set to take industrial action from next week over threat of a \u2018two-tier workforce\u2019 with calls for management to drop plans to employ new staff via a wholly owned subsidiary company, as reported by <a href=\"https:\/\/www.ucu.org.uk\/article\/12195\/Staff-at-Staffordshire-University-set-to-walk-out-over-two-tier-workforce-threat\">UCU<\/a>.<\/p>\n<p>The University of Bristol <a href=\"https:\/\/www.bristol.ac.uk\/news\/2022\/march\/new-vice-chancellor.html\">announced<\/a> Professor Evelyn Welch as its 14<sup>th<\/sup> Vice-Chancellor and first woman to lead the historic institution. Professor Welch moves to the university from her role as Senior Vice President (Service, People and Planning) at King's College London.<\/p>\n<p>A UCU <a href=\"https:\/\/www.ucu.org.uk\/media\/12532\/HEReport24March22\/pdf\/HEReport24March22.pdf\">report<\/a> finds two thirds of university staff are considering leaving the sector within five years over cuts to pensions and pay and working conditions. UCU <a href=\"https:\/\/www.ucu.org.uk\/article\/12212\/Two-thirds-of-university-staff-considering-leaving-sector-new-report-reveals\">summarises<\/a> the survey results.<\/p>\n<h2>Research funding<\/h2>\n<p>The Guardian <a href=\"https:\/\/www.theguardian.com\/science\/2022\/mar\/21\/universities-must-reject-fossil-fuel-cash-for-climate-research-say-academics\">reports<\/a> on the campaign group, Fossil Free Research\u2019s <a href=\"https:\/\/fossilfreeresearch.com\/\">letter<\/a> signed by more than 500 academics, urging universities to institute a ban on accepting fossil fuel industry funding for climate change, environmental, and energy policy research.<\/p>\n<p>The ESRC <a href=\"https:\/\/www.ukri.org\/opportunity\/research-to-improve-uk-economic-productivity\/\">announced<\/a> a new funding opportunity for UK-based organisations to conduct research to improve UK economic productivity. The council has \u00a310m for interdisciplinary projects which will each receive between \u00a31m - \u00a32m for 3 years starting in April 2022.<\/p>\n<p>UUK <a href=\"https:\/\/www.universitiesuk.ac.uk\/latest\/news\/local-communities-facing-skills-training\">raised<\/a> concerns around the UK government bridging the funding gap while it sets up its replacement for European Union funding for local skills and training partnerships. The new UK Shared Prosperity Fund (UKSPF) is set to provide \u00a32.6 billion for local investment by March 2025, but up to 164 projects may come to a temporary halt or stop entirely because of the gap, including projects at several UK universities. A <a href=\"https:\/\/www.universitiesuk.ac.uk\/sites\/default\/files\/field\/downloads\/2022-03\/uuk-letter-letter-michael-gove-mp.pdf\">letter<\/a> from UUK has been sent to levelling up secretary Michael Gove to outline the concerns about the fund.<\/p>\n<p>The Arts and Humanities Research Council has <a href=\"https:\/\/www.ukri.org\/news\/investment-in-culture-and-nature-to-boost-the-nations-health\/\">announced<\/a> 12 new research projects which will explore how nature and culture can be used to improve health and wellbeing in the UK.<\/p>\n<h2>Office for Students (OfS)<\/h2>\n<p>After a year since the consultation on publishing information on providers ended, Wonkhe\u2019s Mike Ratcliffe <a href=\"https:\/\/wonkhe.com\/blogs\/why-all-the-silence-on-higher-education-provider-information\/?utm_medium=email&amp;utm_campaign=Wonkhe%20Daily%20-%20Tuesday%2022%20March&amp;utm_content=Wonkhe%20Daily%20-%20Tuesday%2022%20March+CID_610366f96812316013874c0defb8cc6c&amp;utm_source=Email%20marketing%20software&amp;utm_term=Mike%20Ratcliffe%20is%20keen%20to%20see%20more%20information\">reflects<\/a> on the OfS approach to regulation, the digital register and next steps.<\/p>\n<p>On Wednesday, OfS published its <a href=\"https:\/\/www.officeforstudents.org.uk\/publications\/office-for-students-strategy-2022-to-2025\/\">2022-2025 strategy<\/a> committing the regulator to focus on two areas; quality and standards and equality and access, with promises to consult with students, HE providers and other regulators.<\/p>\n<p>The Secretary of State for Education has <a href=\"https:\/\/www.gov.uk\/government\/publications\/department-for-education-non-executive-appointments\/appointments-made-april-2021-to-march-2022--2\">reappointed<\/a> Martin Coleman, Kate Lander and Katja Hall to the board of the OfS as non-executive directors.<\/p>\n<h2>Admissions, access and participation<\/h2>\n<p>The DfE published <a href=\"https:\/\/educationhub.blog.gov.uk\/2022\/03\/21\/7162_university_minimum_eligibility_requirements_consultation_maths_english_gcse_alevel_student_number_controls\/\">answers<\/a> on its Educations Hub blog to questions relating to its recent consultations on minimum HE entry requirements and student number controls. The DfE insist that the new proposals \u2013 if implemented \u2013 would not limit the number of students able to access HE.<\/p>\n<p>Universities minister, Michelle Donelan <a href=\"https:\/\/questions-statements.parliament.uk\/written-questions\/detail\/2022-03-11\/138355\">answered<\/a> written questions this week on encouraging girls to study STEM subjects in schools.<\/p>\n<p>The OfS reports that the gap between the proportion of black undergraduate qualifiers and the proportion of white qualifiers in England achieving a first class degree has almost doubled in a decade, widening to almost 20 percentage points in 2020-21, according to new <a href=\"https:\/\/www.officeforstudents.org.uk\/about\/measures-of-our-success\/participation-performance-measures\/\">Key Performance Measure (KPM) analysis<\/a>. Its headline measure on \u201cgood honours\u201d attainment, which combines first class and upper second class honours, saw further improvement as a continuation of a long term trend - but masks the significant differential when only considering firsts. Meanwhile for disabled students, while the gap in the proportion of firsts and 2:1s combined has reduced in recent years, the gap for firsts alone has changed little - and in 2020-21 the gap was the same size as it was in 2011-12. The OfS has updated its <a href=\"https:\/\/www.officeforstudents.org.uk\/data-and-analysis\/access-and-participation-data-dashboard\/\">Access and Participation Dashboard<\/a> with the 2020-21 figures.<\/p>\n<p>Shortly after the 25 March deadline, UUK will publish a list of signatories to their <a href=\"https:\/\/www.universitiesuk.ac.uk\/what-we-do\/policy-and-research\/publications\/fair-admissions-code-practice\">\u2018fair admissions code of practice\u2019<\/a>.\u00a0 Signing the Code is seen as an opportunity to demonstrate a commitment to maintaining fair admissions processes and systems that are in the applicants\u2019 interests and has gained strong support from universities, UCAS, the OfS and government.<\/p>\n<h2>Student experience and wellbeing<\/h2>\n<p>Jan McArthur (senior lecturer in education and social justice in the Department of Educational Research at Lancaster University) <a href=\"https:\/\/wonkhe.com\/blogs\/students-must-be-taught-to-engage-in-academic-writing-not-to-fear-the-spanish-inquisition-of-plagiarism-detection\/?utm_medium=email&amp;utm_campaign=Wonkhe%20Mondays%20-%2021%20March&amp;utm_content=Wonkhe%20Mondays%20-%2021%20March+CID_fa4a40e67265187c42b3511857c3c07a&amp;utm_source=Email%20marketing%20software&amp;utm_term=Jan%20McArthur%20argues%20that%20plagiarism%20detection%20software\">argues<\/a> that plagiarism detection software is no substitute for teaching students how to engage critically with academic literature.<\/p>\n<p>The <a href=\"https:\/\/www.ons.gov.uk\/peoplepopulationandcommunity\/healthandsocialcare\/healthandwellbeing\/bulletins\/coronavirusandhighereducationstudents\/latest\">ONS<\/a> published their Student Covid-19 Insights Survey for the period 25 February to 7 March with 68 percent of students in England reporting high or very high levels of anxiety and over a quarter of students within the sample reporting zero hours of in-person teaching over the previous seven days in late February.<\/p>\n<p>NUS Survey<a href=\"https:\/\/www.nus.org.uk\/articles\/nus-research-exposes-cost-of-living-crisis-for-students\"> results<\/a> reveal more than 3 in 4 students are worried about managing financially, and over half of students who get a student loan or a bursary do not believe it covers the costs of living. The survey of almost 4,000 students, carried out in January 2022 amongst college and university students across the UK, also found that one in four students have less than \u00a350 a month to live off after rent and energy bills, and 5 percent of students are visiting food banks.<\/p>\n<h2>Equality, diversity and inclusion<\/h2>\n<p>Advance HE has <a href=\"https:\/\/www.advance-he.ac.uk\/REC-invitation-tender\">published<\/a> an invitation to tender for a new project on developing a case for race equity in HE. The work \u2013 which has been commissioned following recommendations made after two independent reviews of the Race Equality Charter \u2013 will support HE institutions in identifying the \u201cdrivers and benefits for advancing race equity\u201d and assist in the transitioning to a culture focused on diversity and inclusion.<\/p>\n<p>This week on AdvanceHE\u2019s blog, Rachel Nowicki, Disability Support Advisor at the Dyson Institute of Engineering and Technology, <a href=\"https:\/\/www.advance-he.ac.uk\/news-and-views\/proactive-approach-neurodiversity-higher-education\">argues<\/a> for a proactive approach to neurodiversity in HE.<\/p>\n<h2>International students<\/h2>\n<p>The DfE has updated its guidance on <a href=\"https:\/\/www.gov.uk\/guidance\/studying-in-the-uk-guidance-for-eu-students\">studying in the UK for EU students, studying in the European Union<\/a>, and <a href=\"https:\/\/www.gov.uk\/guidance\/uk-students-in-the-eu-continuing-your-studies\">UK students continuing their studies in the EU<\/a> to reflect changes to travel guidance and the removal of the government\u2019s red list.<\/p>\n<h2>Graduates<\/h2>\n<p>In the first of two research insights released based on its experimental \u201cdesign and nature\u201d of work graduate destination measure, <a href=\"https:\/\/www.hesa.ac.uk\/insight\/22-03-2022\/time-take-soc-design-nature-work-occupation-01\">HESA<\/a> has examined the link between graduates' assessment of the design and nature of their own work and the Standard Occupational Code (SOC2020) group into which their job falls. This research was based on data points from graduates qualifying in 2017-18 and 2018-19.<\/p>\n<h2>Covid-19 pandemic<\/h2>\n<p>The <a href=\"https:\/\/covid19.public-inquiry.uk\/\">UK Covid-19 Inquiry<\/a> has launched a short public consultation on its <a href=\"https:\/\/covid19.public-inquiry.uk\/documents\/\">terms of reference<\/a> and members are invited to submit their views. The inquiry will be chaired by the Rt Hon Baroness Hallett DBE and will examine the UK\u2019s pandemic response and ensure that the right lessons are learnt for the future.
