You can watch the Pro-Vice-Chancellor (Research)\u2019s message to the University on the results <a href=\"https:\/\/vimeo.com\/708650181\/d4a392f68b\">here<\/a>.<\/p>\n<p>Overall results from the REF are available <a href=\"https:\/\/results2021.ref.ac.uk\/\">here<\/a>. Overall, 41% of outputs were classed as 4* (world-leading), with 43% internationally excellent (3*). When it comes to commentary you are spoiled for choice: for starters you could try <a href=\"https:\/\/www.timeshighereducation.com\/news\/ref-2021-research-excellence-framework-results-announced?utm_source=newsletter&amp;utm_medium=email&amp;utm_campaign=editorial-daily&amp;mc_cid=4d4a1dd670&amp;mc_eid=f3d44b8d75\">THE, which lead with<\/a> the significant overall increase in output ratings and <a href=\"https:\/\/www.timeshighereducation.com\/news\/ref-2021-golden-triangle-looks-set-lose-funding-share?utm_source=newsletter&amp;utm_medium=email&amp;utm_campaign=editorial-daily&amp;mc_cid=4d4a1dd670&amp;mc_eid=f3d44b8d75\">suggested<\/a> that the \u201cgolden triangle\u201d of London, Oxford and Cambridge looked set to lose some of its share of funding; and Wonkhe, which has started to think about <a href=\"https:\/\/wonkhe.com\/blogs\/understanding-the-ref-2021-results\/?utm_medium=email&amp;utm_campaign=Wonkhe%20Daily%20-%20Thursday%2012%20May&amp;utm_content=Wonkhe%20Daily%20-%20Thursday%2012%20May+CID_582138932acead3502b6b72837053e64&amp;utm_source=Email%20marketing%20software&amp;utm_term=full%20REF%202021%20results%20and%20key%20points%20of%20interest\">what the results might mean<\/a>.<\/p>\n<h2>Quality<\/h2>\n<p>OfS has published its <a href=\"https:\/\/www.officeforstudents.org.uk\/publications\/analysis-of-degree-classifications-over-time-changes-in-graduate-attainment-from-2010-11-to-2020-21\/?utm_source=OfS+alerts&amp;utm_campaign=55e29ecb40-degree-classifications-2022&amp;utm_medium=email&amp;utm_term=0_83cc2ff0b1-55e29ecb40-123310117\">latest statistics<\/a> on changes in graduate attainment between 2010\/11 and 2020\/21, and has commented on the \u201csustained unexplained increase in the proportion of student receiving a first or 2:1 over the past decade\u201d. It has also set out the action it is taking to <a href=\"https:\/\/www.officeforstudents.org.uk\/news-blog-and-events\/blog\/degrees-of-inflation-ensuring-the-credibility-and-reliability-of-higher-education-qualifications\/?utm_source=OfS+alerts&amp;utm_campaign=55e29ecb40-degree-classifications-2022&amp;utm_medium=email&amp;utm_term=0_83cc2ff0b1-55e29ecb40-123310117\">tackle grade inflation<\/a>. The Minister has called for \u201cnorm-referenced grades\u201d, with the norm set at pre-pandemic levels. The OfS position has not gone down well within the sector, as this <a href=\"https:\/\/www.bbc.co.uk\/news\/education-61422305\">BBC article<\/a> explains.<\/p>\n<h2>Access and participation<\/h2>\n<p>The <a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/1074113\/Lobby_Pack_10_May_2022.pdf\">Queen\u2019s Speech<\/a> included plans for a Higher Education Bill to implement the entitlement to lifelong learning in England and \u2013 subject to consultation \u2013 introduce a minimum entry requirement and student number controls. Meanwhile, Universities UK published its <a href=\"https:\/\/www.universitiesuk.ac.uk\/what-we-do\/creating-voice-our-members\/media-releases\/capping-student-numbers-flawed-and\">response<\/a> to the government consultation on these reforms, arguing that both the proposed student number controls and minimum eligibility requirements for loans would worsen existing inequalities. Similarly, the Sutton Trust, said in <a href=\"https:\/\/www.suttontrust.com\/news-opinion\/all-news-opinion\/our-response-to-government-consultations-on-higher-education-and-the-lifelong-loan-entitlement\/\">its response<\/a>, that minimum eligibility requirements were a \u201cblunt tool which may especially impact lower income learners\u201d. The Minister did an <a href=\"https:\/\/www.lbc.co.uk\/radio\/presenters\/nick-ferrari\/government-certainly-not-capping-number-of-university-pupils-minister-tells-lbc\/\">interview<\/a> on LBC responding to the more critical of the published responses.<\/p>\n<p>Advance HE has published a <a href=\"https:\/\/www.advance-he.ac.uk\/knowledge-hub\/queens-speech-2022?_cldee=qQUi8LaU53Pf4_-q7MJlS4hJHxh3O-h-_1sKmp6ynRmOo6DBxEBzHhT9HBoT-QPC&amp;recipientid=contact-796ce3639e17eb11a8130022481a6b01-137b91bcc2664335b1b1dba602bc43fe&amp;utm_source=ClickDimensions&amp;utm_medium=email&amp;utm_campaign=Governance%20News%20Alerts&amp;esid=b2a51951-fed0-ec11-a7b5-000d3a0d0711\">briefing note<\/a> on the Queen\u2019s speech for governors in higher education.<\/p>\n<p>The Leverhulme Trust has expanded the <a href=\"https:\/\/www.leverhulme.ac.uk\/news\/doctoral-scheme-expanded-offer-opportunities-under-represented-groups\">Leverhulme Doctoral Scholarships scheme<\/a> to make specific provision for students from low-income households and black students.<\/p>\n<h2>Finance<\/h2>\n<p>The Universities and Colleges Employers Association (UCEA) has published details of its <a href=\"https:\/\/www.ucea.ac.uk\/news-releases\/9may22\/\">final pay offer<\/a>, with proposed increases ranging from 3% for the highest paid to 9% for the lowest paid.<\/p>\n<h2>Freedom of Speech<\/h2>\n<p>The government has re-published the <a href=\"https:\/\/bills.parliament.uk\/bills\/2862\/publications\">Higher Education (Freedom of Speech) Bill<\/a> as part of this Session\u2019s Queen\u2019s Speech, and Wonkhe will tell you how the <a href=\"https:\/\/wonkhe.com\/blogs\/the-free-speech-bill-is-back-but-theres-still-plenty-of-problems\/?utm_medium=email&amp;utm_campaign=Wonkhe%20Daily%20-%20Thursday%2012%20May&amp;utm_content=Wonkhe%20Daily%20-%20Thursday%2012%20May+CID_582138932acead3502b6b72837053e64&amp;utm_source=Email%20marketing%20software&amp;utm_term=Jim%20Dickinson%20tracks%20the%20changes\">impact assessment has changed<\/a>. A <a href=\"https:\/\/www.kcl.ac.uk\/news\/woke-cancel-culture-and-white-privilege-how-the-uks-culture-war-debate-is-evolving\">report<\/a> from the King\u2019s College London Policy Institute has found that 38% of UK articles about free speech mention universities, showing the continuing importance of this issue within the sector.<\/p>\n<h2>Climate<\/h2>\n<p>The Tyndall Centre for Climate Change Research at the University of Manchester has published a new <a href=\"https:\/\/www.research.manchester.ac.uk\/portal\/files\/215957123\/Academic_Aeromobility_Post_Covid.pdf\">report<\/a> on air travel by academics post-pandemic, which concludes that urgent, deliberate action is needed to \u201cdecouple aeromobility from academic work\u201d if the higher education sector is to embed more sustainable ways of working.
