Removal of Java Runtime Environment (JRE) from Windows 7

The use of Java Runtime Environment (JRE) is being restricted, moving from a general installation program, to one which will only make it available where required.  This change is to improve the security of the systems and ensure installations can be tailored more effectively.

JRE will continue to be available for teaching and will not be removed as a plugin from software that requires it, such as Matlab.
