Does ESDGC ..."},"content":{"rendered":"<p>This week's <a href=\"http:\/\/www.economist.com\/node\/21543171\">Economist<\/a> carried a sad tale of a decade of scholastic stagnation in Wales following the teacher unions' (entirely selfless) success in persuading a credulous government that it was in young people's interests that national league tables of schools be abandoned. \u00a0In a fine phrase, David <a href=\"http:\/\/www.soton.ac.uk\/education\/about\/staff\/dr1v10.page\">Reynolds<\/a> has described this, and the Welsh reluctance to take school reform seriously, \u00a0as \"<em>producerism's last hurrah<\/em>\". \u00a0If only. \u00a0Anyway, with the evidence of failure now in c\/o the OECD, new league tables of a sort are emerging from the Welsh government, though only for secondary schools.<\/p>\n<p>But what's the evidence of this failure? \u00a0Well, GCSE scores are lower than those in England (but not by much: 3 percentage points). \u00a0However, students in Wales achieved lower <a href=\"http:\/\/www.pisa.oecd.org\/pages\/0,2987,en_32252351_32235731_1_1_1_1_1,00.html\">PISA<\/a> scores in 2009 than they did in 2006, whilst faring much worse than students in Scotland, Northern Ireland and England, and the number of students going to university has fallen despite an increase in the size of the cohort. \u00a0Inevitably, a lot of this will be explained away by vested interests by recourse to contextual factors. \u00a0However, the PISA report on Wales (available from the <a href=\"http:\/\/www.nfer.ac.uk\/nfer\/publications\/NPDZ02\/NPDZ02_home.cfm?publicationID=550&amp;title=PISA%202009:%20Achievement%20of%2015-year-olds%20in%20Wales\">NFER<\/a>)\u00a0contains a comparison of the UK as a whole [ section 8] which shows Wales at the wrong end of every measure. \u00a0In relation to reading, the report says:<\/p>\n<blockquote><p>Wales had only a slightly higher number of low-attaining pupils compared to the other parts of the UK, but had fewer high-attaining pupils<\/p><\/blockquote>\n<p>The difference in the <a href=\"http:\/\/www.oecd.org\/home\/0,2987,en_2649_201185_1_1_1_1_1,00.html\">OECD's<\/a> PISA scores are a huge challenge, especially as these include a measure of \u00a0how well 15 year olds can <em>integrate and interpret<\/em>, and <em>reflect and evaluate<\/em> \u2013 which brings me to <a href=\"http:\/\/www.esd-wales.org.uk\">ESDGC<\/a>. \u00a0Aren't these competences core elements of what ESDGC is trying to do as it sets what young people learn in schools into the wider global context?
