Under the previous Administration, significant progress was made in bringing together\u00a0organisations with an interest in promoting learning outside the classroom. These\u00a0organisations have worked together on guidance and support for schools and on the\u00a0development of the Quality Badge accreditation scheme under the direction of a new\u00a0Council for Learning Outside the Classroom.<\/span><\/p>\n<p style=\"font: normal normal normal 12px\/normal Times;margin: 0px\">2.\u00a0The Department for Education had a role to play in bringing the organisations together\u00a0and pump-priming key developments. However, this Government believes that the time\u00a0has come, as was always planned, for the Department to withdraw and leave the Council\u00a0and member organisations to work directly with schools and learning outside the\u00a0classroom providers.<\/p>\n<p style=\"font: normal normal normal 12px\/normal Times;margin: 0px\">\n<p style=\"font: normal normal normal 12px\/normal Times;margin: 0px\">3.\u00a0We agree with the Committee about the importance of learning outside the classroom. \u00a0But we also believe it should be for schools to decide how to teach and what mediums to\u00a0use to deliver that teaching. This includes learning outside the classroom which, like\u00a0learning within the classroom, should be a matter for teachers\u2019 professional judgement and\u00a0not something prescribed by central government or imposed on schools through\u00a0bureaucratic requirements.<\/p>\n<p style=\"font: normal normal normal 12px\/normal Times;margin: 0px\">\n<p style=\"font: normal normal normal 12px\/normal Times;margin: 0px\">4. \u00a0We are not therefore able to accept those recommendations of the Committee which call\u00a0for additional resources, government regulation, monitoring or guidance.<\/p>\n<p style=\"font: normal normal normal 12px\/normal Times;margin: 0px\">\n<p style=\"font: normal normal normal 12px\/normal Times;margin: 0px\">5. \u00a0We want to ensure that schools have the maximum freedom to teach in the way that\u00a0they judge best for their pupils, including through Learning Outside the Classroom\u00a0activities, and we are ready to explore how to increase school freedom in this regard by, for\u00a0example, reviewing the constraints flowing from unnecessary Health and Safety red tape or\u00a0from teachers\u2019 pay and conditions.<\/p>\n<p style=\"font: normal normal normal 12px\/normal Times;margin: 0px\">\n<p style=\"font: normal normal normal 12px\/normal Times;margin: 0px\">etc.<\/p>\n<p>Tricky, isn't it, when you want professional autonomy and freedom of action for schools and teachers, but you'd also like your own special interests fed, watered and promoted (always with the conviction that they are absolutely necessary at this time ...).<\/p>\n<p>It will be worth watching how long Mr Gove can keep the bat straight when the wicket begins to cut up a bit.<\/p>\n<p><span style=\"font-family: Times;font-size: small\"><span style=\"line-height: normal\"><span style=\"font-size: small\"><span><br \/>\n<\/span><\/span><\/span><\/span><\/p>\n<p style=\"margin: 0.0px 0.0px 0.0px 0.0px;font: 12.0px Times\">Progress<\/p>\n","protected":false},"excerpt":{"rendered":"<p>DfE (and Ofsted) have\u00a0responded to the House of Commons Education Committee inquiry Transforming Education Outside the Classroom. \u00a0Annex 2 begins: Progress since 2004: 1.
