{"id":4294,"date":"2013-07-16T08:57:30","date_gmt":"2013-07-16T07:57:30","guid":{"rendered":"http:\/\/blogs.bath.ac.uk\/edswahs\/?p=4294"},"modified":"2013-07-16T08:57:30","modified_gmt":"2013-07-16T07:57:30","slug":"sd-indicators-no-room-for-education","status":"publish","type":"post","link":"https:\/\/blogs.bath.ac.uk\/edswahs\/2013\/07\/16\/sd-indicators-no-room-for-education\/","title":{"rendered":"SD Indicators \u2013 no room for Education"},"content":{"rendered":"<p>In 2012, Defra proposed a new set of sustainable development indicators, intended to measure national progress on key economic, social and environmental issues over time and complement the National well-being measures published by the Office for National Statistics. \u00a0There was a public consultation period and inquiry held by the Environmental Audit Committee, which I <a href=\"http:\/\/blogs.bath.ac.uk\/edswahs\/2012\/12\/04\/measuring-well-being-and-sustainable-development-\u2013-if-you-can\/\">commented<\/a> on.<\/p>\n<p>The final set of indicators has now been decided. \u00a0This <a href=\"https:\/\/www.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/209589\/sd-indicators-consult-gov-response-20130628.pdf\">report<\/a> outlines the government response to some of the common themes emerging from the consultation responses, grouped into<\/p>\n<ul>\n<li>issues relating to the structure of the indicator set,<\/li>\n<li>its presentation, and<\/li>\n<li>specific issues raised regarding the scope and content of the indicators.<\/li>\n<\/ul>\n<p>The final list of Headline Indicators is set out below, and further detail about them will be provided in a report to be published this week.<\/p>\n<p><strong><span style=\"color: #333399\">Economy<\/span><\/strong><\/p>\n<blockquote><p><span style=\"color: #333399\"><em>Economic prosperity<\/em> \u2013\u00a0GDP, GDP per head, equivalised median income (before housing costs)<\/span><\/p>\n<p><span style=\"color: #333399\"><em>Long term unemployment<\/em> \u2013\u00a0Percentage of people in unemployment for over 12 months by age group<\/span><\/p>\n<p><span style=\"color: #333399\"><em>Poverty<\/em> \u2013\u00a0Proportion of children in relative poverty (before housing costs) &amp;\u00a0Proportion of children in absolute poverty (before housing costs)<\/span><\/p>\n<p><span style=\"color: #333399\"><em>Knowledge &amp; skills<\/em> \u2013\u00a0Human Capital (\u00a3) by age group<\/span><\/p><\/blockquote>\n<p><strong><span style=\"color: #000080\">Society <\/span><\/strong><\/p>\n<blockquote><p><span style=\"color: #000080\"><em>Life expectancy<\/em> \u2013 Healthy life expectancy at birth<\/span><\/p>\n<p><span style=\"color: #000080\"><em>Social capital<\/em> \u2013 [i] Civic participation: The proportion of people engaging in actions designed to identify and address issues of public concern at least once a year. [ii] Social networks\/social support: The proportion of people who have a spouse, family member or friend to rely on if they have a serious problem.\u00a0 [iii] Social participation: The proportion of people who volunteered more than once a year.\u00a0 [iv] Trust: The proportion of people agreeing that many of the people in their neighbourhood can be trusted<\/span><\/p>\n<p><span style=\"color: #000080\"><em>Social mobility in adulthood<\/em> \u2013 Proportion of working-age population employed in managerial or professional positions by social background<\/span><\/p>\n<p><span style=\"color: #000080\"><em>Housing provision<\/em> \u2013 Net additional housing stock<\/span><\/p><\/blockquote>\n<p><strong> <\/strong><\/p>\n<p><strong><span style=\"color: #333399\">Environment <\/span><\/strong><\/p>\n<blockquote><p><span style=\"color: #333399\"><em>Greenhouse gas emissions<\/em> \u2013 Greenhouse gases generated within the UK and Greenhouse gases from UK consumption.<\/span><\/p>\n<p><span style=\"color: #333399\"><em>Natural resource use<\/em> \u2013 Raw material consumption in non-construction and construction sectors<\/span><\/p>\n<p><span style=\"color: #333399\"><em>Wildlife &amp; biodiversity<\/em> \u2013 Bird population indices \u2013 a) farmland birds, (b) woodland birds, (c) seabirds and (d) water and wetland birds<\/span><\/p>\n<p><span style=\"color: #333399\"><em>Water availability and use<\/em> \u2013 Abstractions from non-tidal surface waters and ground waters<\/span><\/p><\/blockquote>\n<p>There are also a set of supplementary indicators, but there is no mention of education or learning in all of this. \u00a0It does look as if Defra has given up on the unequal struggle to square the circle, despite all the advice it received. \u00a0So, here's my two suggestions for future consideration:<\/p>\n<blockquote><p><em><span style=\"color: #003366\">1. The proportion of educational institutions that have developed (and monitor) their own SD indicator \u00a0[ NB, this is really Paul Vare's suggestion ]<\/span><\/em><\/p>\n<p><em><span style=\"color: #003366\">2.
