it has even reached <\/span><\/span><a href=\"http:\/\/unescoeducation.blogspot.com\/\"><span style=\"font-family: Arial;font-size: medium\"><span style=\"font-size: 14px\">Unesco in the Spotlight<\/span><\/span><\/a><span style=\"font-family: Arial;font-size: medium\"><span style=\"font-size: 14px\"> which emphasises links between the <\/span><\/span><span style=\"font-family: Arial;font-size: medium\"><span style=\"font-size: 14px\">USA and UNESCO. \u00a0Spotlight uses this phrase in its report of the very recent DfID review of the UK Aid programme [ the <\/span><\/span><a href=\"https:\/\/s3-eu-west-1.amazonaws.com\/media.dfid.gov.uk\/multilateral_aid_review_full_linked.pdf?id=26904\"><span style=\"font-family: Arial;font-size: medium\"><span style=\"font-size: 14px\">MAR<\/span><\/span><\/a><span style=\"font-family: Arial;font-size: medium\"><span style=\"font-size: 14px\"> ], although the report itself doesn't use the phrase. \u00a0The gist of this story is that DfID finds that UNESCO's work (as a whole) does not have a good match to UK Aid priorities, and so DfID is wondering whether it should stop its funding. \u00a0Two \u00a316m tranches of funding in each of the next two years are promised pending a further review.<\/span><\/span><\/p>\n<p><span style=\"font-family: Arial;font-size: medium\"><span style=\"font-size: 14px\">Page 204 of the MAR sets out the evaluative comments about UNESCO. \u00a0These include:<\/span><\/span><\/p>\n<blockquote>\n<div style=\"font: normal normal normal 11px\/normal Helvetica;margin: 0px\"><span style=\"font-family: Arial;font-size: medium\"><span style=\"font-size: 14px\">Despite its importance to some government departments,\u00a0UNESCO\u2019s significant under-performance in leadership means it\u00a0is rarely critical in education and development.<\/span><\/span><\/div>\n<div style=\"font: normal normal normal 11px\/normal Helvetica;margin: 0px\"><span style=\"font-family: Arial;font-size: medium\"><span style=\"font-size: 14px\"><br \/>\n<\/span><\/span><\/div>\n<div style=\"font: normal normal normal 11px\/normal Helvetica;margin: 0px\"><span style=\"font-family: Arial;font-size: medium\"><span style=\"font-size: 14px\">UNESCO performs an important role in education policy and\u00a0reporting. <\/span><\/span><span style=\"font-family: Arial;font-size: 14px\">It fills critical gaps in science and culture.<\/span><\/div>\n<div style=\"font: normal normal normal 11px\/normal Helvetica;margin: 0px\"><span style=\"font-family: Arial;font-size: medium\"><span style=\"font-size: 14px\"><br \/>\n<\/span><\/span><\/div>\n<div style=\"font: normal normal normal 11px\/normal Helvetica;margin: 0px\"><span style=\"font-family: Arial;font-size: medium\"><span style=\"font-size: 14px\">It has poor systems and is unable to identify its results.<\/span><\/span><\/div>\n<div style=\"font: normal normal normal 11px\/normal Helvetica;margin: 0px\"><span style=\"font-family: Arial;font-size: medium\"><span style=\"font-size: 14px\"><br \/>\n<\/span><\/span><\/div>\n<div style=\"font: normal normal normal 11px\/normal Helvetica;margin: 0px\"><span style=\"font-family: Arial;font-size: medium\"><span style=\"font-size: 14px\">Has performed a useful post-disaster role in education planning\u00a0and protecting cultural heritage, but needs clearer policies and <\/span><\/span><span style=\"font-family: Arial;font-size: 14px\">attention to needs in fragile states.<\/span><\/div>\n<div style=\"font: normal normal normal 11px\/normal Helvetica;margin: 0px\"><span style=\"font-family: Arial;font-size: medium\"><span style=\"font-size: 14px\"><br \/>\n<\/span><\/span><\/div>\n<div style=\"font: normal normal normal 11px\/normal Helvetica;margin: 0px\"><span style=\"font-family: Arial;font-size: medium\"><span style=\"font-size: 14px\">UNESCO has an extensive range of policy and institutional\u00a0actions on gender and climate change.<\/span><\/span><\/div>\n<div style=\"font: normal normal normal 11px\/normal Helvetica;margin: 0px\"><span style=\"font-family: Arial;font-size: medium\"><span style=\"font-size: 14px\"><br \/>\n<\/span><\/span><\/div>\n<div style=\"font: normal normal normal 11px\/normal Helvetica;margin: 0px\"><span style=\"font-family: Arial;font-size: medium\"><span style=\"font-size: 14px\">It could do more to lead the debate on girls\u2019 education.<\/span><\/span><\/div>\n<div style=\"font: normal normal normal 11px\/normal Helvetica;margin: 0px\"><span style=\"font-family: Arial;font-size: medium\"><span style=\"font-size: 14px\"><br \/>\n<\/span><\/span><\/div>\n<div style=\"font: normal normal normal 11px\/normal Helvetica;margin: 0px\"><span style=\"font: normal normal normal 14px\/normal Helvetica\"> <\/span><span style=\"font-family: Arial;font-size: medium\"><span style=\"font-size: 14px\">More work is needed on its own carbon footprint.<\/span><\/span><\/div>\n<div style=\"font: normal normal normal 11px\/normal Helvetica;margin: 0px\"><\/div>\n<\/blockquote>\n<div style=\"font: normal normal normal 11px\/normal
