{"id":7208,"date":"2018-03-29T07:27:37","date_gmt":"2018-03-29T07:27:37","guid":{"rendered":"http:\/\/blogs.bath.ac.uk\/edswahs\/?p=7208"},"modified":"2018-03-29T07:27:37","modified_gmt":"2018-03-29T07:27:37","slug":"the-uk-the-sdgs-and-the-ons","status":"publish","type":"post","link":"https:\/\/blogs.bath.ac.uk\/edswahs\/2018\/03\/29\/the-uk-the-sdgs-and-the-ons\/","title":{"rendered":"The UK, the SDGs and the ONS"},"content":{"rendered":"<p>How's the UK doing in relation to the SDGs do you think?<\/p>\n<p>I know this is not a question that is the discussion of the day in pubs or even in louche vegan wine bars in Camden, but it has been exercising my mind of late as I've been drafting (as part of a team working with UKSSD) a report on the current position with respect to the targets within SDG 4:\u00a0<em>Ensure inclusive and quality education for all and promote lifelong learning<\/em>. \u00a0This task has proved very difficult verging on the impossible \u2013 but more of that another day.<\/p>\n<p>Happily (or unhappily depending on your point of view), the Office for National Statistics [<a href=\"https:\/\/www.ons.gov.uk\">ONS<\/a>] has also been beavering away on this task (with rather more resources to hand than I have). \u00a0The difference between what ONS is doing, and what I have done, is that ONS is looking at <em>indicators<\/em> and I've been looking more widely at\u00a0<em>targets<\/em>. \u00a0Of course, you can only say something sensible about targets by having indicators of one sort or another in your mind. \u00a0For SDG 4, there are 10 targets and 11 indicators, and you'll find these <a href=\"http:\/\/blogs.bath.ac.uk\/edswahs\/2018\/03\/23\/sdg-4-targets-and-indicators\/\">here<\/a> and also\u00a0<a href=\"https:\/\/undocs.org\/A\/RES\/71\/313\">here<\/a> (if you want the authorised version).\u00a0\u00a0 Essentially, the indicators are one narrow aspect of what can be a wide-ranging target. As such, meeting an indicator can sill mean you miss much of the target (See <em>Evaluation Studies<\/em> 101).<\/p>\n<p>Target 4.4 illustrates this problem:<\/p>\n<div class=\"page\" title=\"Page 8\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<blockquote><p><em>By 2030, substantially increase the number of youth and adults who have relevant skills, including technical and vocational skills, for employment, decent jobs and entrepreneurship<\/em><\/p><\/blockquote>\n<\/div>\n<\/div>\n<\/div>\n<p>But Indicator 4.4.1 merely says:<\/p>\n<div class=\"page\" title=\"Page 8\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<blockquote><p><em>Proportion of youth and adults with information and communications technology (ICT) skills, by type of skill<\/em><\/p><\/blockquote>\n<\/div>\n<\/div>\n<\/div>\n<p>You see the problem. \u00a0It's something I <a href=\"http:\/\/blogs.bath.ac.uk\/edswahs\/2017\/01\/24\/indicators-for-the-sustainable-development-goals\/\">commented<\/a> on last year.<\/p>\n<p>The current ONS assessment is <a href=\"https:\/\/www.ons.gov.uk\/economy\/environmentalaccounts\/articles\/ukdatagapsinclusivedataactionplantowardstheglobalsustainabledevelopmentgoalindicators\/2018-03-19\">here<\/a>.\u00a0\u00a0ONS says:<\/p>\n<blockquote><p>\"This is the Office for National Statistics\u2019 (ONS) first report on UK data gaps towards the 244 global Sustainable\u00a0Development Goal (SDG) Indicators. \u00a0We currently report headline data for 114 global SDG indicators on our National Reporting Platform\u00a0 (NRP). \u00a0We\u00a0are still exploring data sources for 86 indicators, and 10 indicators are considered genuine data gaps, meaning\u00a0there are no known data sources that will fill these gaps.\"<\/p><\/blockquote>\n<p>In relation to SDG 4, it says: \"Goal 4 (Quality Education) has no headline data gaps. However, six of the eight indicators reported for this goal\u00a0contain proxy data.\" \u00a0It adds that ...<\/p>\n<blockquote><p>\"Reporting data for the whole of the UK can be challenging \u2013 as data are often not collected consistently across\u00a0the four countries which means that the way devolved administrations (Wales, Scotland and Northern Ireland)\u00a0measure things like health and education might differ to how data are collected by UK Government for England.\"<\/p><\/blockquote>\n<p>Personally, I think there has to be a good case for 4 separate reporting streams on all this, given the devolved responsibilities for education and training. \u00a0But there won't be ...<\/p>\n","protected":false},"excerpt":{"rendered":"<p>How's the UK doing in relation to the SDGs do you think?
