{"id":8497,"date":"2023-12-18T09:43:12","date_gmt":"2023-12-18T09:43:12","guid":{"rendered":"https:\/\/blogs.bath.ac.uk\/edswahs\/?p=8497"},"modified":"2023-12-20T16:27:56","modified_gmt":"2023-12-20T16:27:56","slug":"chmm-blues","status":"publish","type":"post","link":"https:\/\/blogs.bath.ac.uk\/edswahs\/2023\/12\/18\/chmm-blues\/","title":{"rendered":"CHMM Blues"},"content":{"rendered":"<p>The Government aims to install 600,000 heat pumps a year from 2028 as gas heating is phased out. \u00a0That is, it plans that the public will pay for and install these in their homes. \u00a0This is not going well despite a recent increase in grants being offered. \u00a0This could be because of continuing public scepticism about the efficacy of heat pumps and, of course, their cost.<\/p>\n<p>Don\u2019t despair though. \u00a0Rules will be in place from next April to further incentivise installations\u00a0through a <a href=\"https:\/\/www.gov.uk\/government\/consultations\/clean-heat-market-mechanism\">Clean Heat Market Mechanism<\/a> (CHMM) whereby manufacturers are to have government enforced heat pump sales quotas. \u00a0If they undershoot these quotas they will be fined \u00a33,000 for every heat pump not sold. \u00a0The Telegraph has details of the rules for <a class=\"ck-custom-link\" href=\"https:\/\/www.telegraph.co.uk\/money\/consumer-affairs\/how-much-buy-heat-pump-cost-install-save-money-green-tech\/\" target=\"_blank\" rel=\"noopener noreferrer\">heat pump installations.<\/a>\u00a0 What could possibly go wrong?<\/p>\n<p>I've been aware of the CHMM shift since last Summer and have been waiting for its perverse quirks to become clear as they now have.<\/p>\n<p>As all the installers already know that they will not meet the heat pump quotas because of the lack of demand, and will likely have to pay the \u00a33000 fines, they have all raised the prices of gas boilers to cover the amount of CHMM tax they think they will need to pay. \u00a0This money will go to the Treasury. \u00a0Thus a fine on the company becomes a tax on the consumer.<\/p>\n<p>Meanwhile, the Department for Energy Security and Net Zero said:<\/p>\n<blockquote><p>\u201cWe have not required any increase to the price of gas boilers. \u00a0Targets are realistic and fully achievable, providing industry with flexible options to support our ambition to make heat pumps easy and affordable to install.\"<\/p><\/blockquote>\n<p>Indeed. \u00a0Government is probably quite happy at all this as it further disincentivises gas boiler buying and they get to blame industry. \u00a0Win \u2013 Win as they say in Whitehall.<\/p>\n<p>We can expect to see more of these stealth tax rises when the public is increasingly nudged along the net zero road by the next government. \u00a0I'm told that they will adopt a carrot 'n' stick approach which boils down to hitting us with the carrot. \u00a0Fun it will not be.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Government aims to install 600,000 heat pumps a year from 2028 as gas heating is phased out. \u00a0That is, it plans that the public will pay for and install these in their homes. \u00a0This is not going well despite...<\/p>\n","protected":false},"author":237,"featured_media":0,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"footnotes":"","jetpack_post_was_ever_published":false},"categories":[2,4],"tags":[],"class_list":["post-8497","post","type-post","status-publish","format-standard","hentry","category-comment","category-news-and-updates"],"acf":[],"jetpack_featured_media_url":"","jetpack-related-posts":[],"_links":{"self":[{"href":"https:\/\/blogs.bath.ac.uk\/edswahs\/wp-json\/wp\/v2\/posts\/8497","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/blogs.bath.ac.uk\/edswahs\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/blogs.bath.ac.uk\/edswahs\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/blogs.bath.ac.uk\/edswahs\/wp-json\/wp\/v2\/users\/237"}],"replies":[{"embeddable":true,"href":"https:\/\/blogs.bath.ac.uk\/edswahs\/wp-json\/wp\/v2\/comments?post=8497"}],"version-history":[{"count":0,"href":"https:\/\/blogs.bath.ac.uk\/edswahs\/wp-json\/wp\/v2\/posts\/8497\/revisions"}],"wp:attachment":[{"href":"https:\/\/blogs.bath.ac.uk\/edswahs\/wp-json\/wp\/v2\/media?parent=8497"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/blogs.bath.ac.uk\/edswahs\/wp-json\/wp\/v2\/categories?post=8497"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/blogs.bath.ac.uk\/edswahs\/wp-json\/wp\/v2\/tags?post=8497"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
