Michael's long-standing engagement with public policy includes helping to evaluate Best Value legislation, support for 'failing' local government services, PFI contracting and, most recently, the regulation of emerging technologies.<\/em><\/p>\n<p class=\"s2\"><span class=\"s3\">Last week\u2019s <\/span><span class=\"s3\">Budget<\/span><span class=\"s3\"> provoked<\/span><a href=\"https:\/\/commonslibrary.parliament.uk\/research-briefings\/cbp-9983\/\"><span class=\"s4\"> a range of reactions<\/span><\/a><span class=\"s3\">. <\/span><span class=\"s3\">C<\/span><span class=\"s3\">o<\/span><span class=\"s3\">nservative MPs felt it wasn\u2019t political enough and <\/span><a href=\"https:\/\/www.politico.eu\/article\/tories-pray-for-a-miracle-after-a-lackluster-budget\/\"><span class=\"s4\">commentators either declared it \u201cunderwhelming\u201d or bemoaned \u201cmissed opportunities\u201d.<\/span><\/a><span class=\"s3\"> Above all there was a sense that it <\/span><span class=\"s3\">hadn\u2019t<\/span> <span class=\"s3\">acknowledge<\/span><span class=\"s3\">d<\/span><span class=\"s3\"> the scale of the challenge<\/span><span class=\"s3\">.<\/span><span class=\"s3\">S<\/span><span class=\"s3\">tagnant <\/span><span class=\"s3\">per capita<\/span> <span class=\"s3\">income <\/span><span class=\"s3\">and weakening<\/span><span class=\"s3\"> infrastructure<\/span><span class=\"s3\">;<\/span> <span class=\"s3\">not just roads and <\/span><a href=\"https:\/\/www.nao.org.uk\/reports\/rail-reform-the-rail-transformation-programme\/\"><span class=\"s4\">railways<\/span><\/a> <span class=\"s3\">and rivers <\/span><span class=\"s3\">but the social infrastructure<\/span><span class=\"s3\">s<\/span><span class=\"s3\">that make life worth living. <\/span><span class=\"s3\">N<\/span><span class=\"s3\">o<\/span> <span class=\"s3\">real <\/span><span class=\"s3\">mention <\/span><span class=\"s3\">of<\/span> <span class=\"s3\">the financial crisis in <\/span><span class=\"s3\">local government, <\/span><span class=\"s3\">the<\/span><span class=\"s3\"> transformed context<\/span><span class=\"s3\"> for defence <\/span><span class=\"s3\">and the existential challenges of climate change<\/span><span class=\"s3\">.<\/span> <span class=\"s3\">F<\/span><span class=\"s3\">or all the talk of fiscal rules<\/span><span class=\"s3\">,<\/span> <span class=\"s3\">th<\/span><span class=\"s3\">e<\/span><span class=\"s3\"> budget <\/span><span class=\"s3\">seemed<\/span> <span class=\"s3\">profoundly <\/span><span class=\"s3\">Micawber<\/span><span class=\"s3\">ish<\/span><span class=\"s3\">.<\/span> <span class=\"s3\">Conservative <\/span><span class=\"s3\">party <\/span><span class=\"s3\">happiness or misery<\/span><span class=\"s3\">reduced to <\/span><span class=\"s3\">the <\/span><span class=\"s3\">unreliable <\/span><span class=\"s3\">fiction<\/span><span class=\"s3\"> of <\/span><span class=\"s3\">\u2018<\/span><span class=\"s3\">headroom<\/span><span class=\"s3\">\u2019<\/span><span class=\"s3\">, a<\/span> <span class=\"s3\">forecast <\/span><span class=\"s3\">of the gap<\/span><span class=\"s3\"> between two vast numbers, spending, and revenue<\/span><span class=\"s3\">, over a multi-year timeframe.<\/span> <span class=\"s3\">Reinforcing<\/span> <span class=\"s3\">that<\/span><span class=\"s3\"> feel<\/span><span class=\"s3\">ing of unreality <\/span><span class=\"s3\">was<\/span><span class=\"s3\"> the<\/span><span class=\"s3\"> silence around <\/span><span class=\"s3\">future<\/span><span class=\"s3\"> spending<\/span><span class=\"s3\">, the<\/span><span class=\"s3\"> 1% above inflation uplift mean<\/span><span class=\"s3\">s<\/span><span class=\"s3\"> \u00a320B in cuts <\/span><span class=\"s3\">outside protected areas<\/span><span class=\"s3\">. <\/span><span class=\"s3\">Instead, the <\/span><span class=\"s3\">Chancellor <\/span><span class=\"s3\">emphasis<\/span><span class=\"s3\">ed <\/span><span class=\"s3\">the <\/span><a href=\"https:\/\/obr.uk\/economic-and-fiscal-outlooks\/\"><span class=\"s4\">Office for Budget Responsibility <\/span><span class=\"s4\">(<\/span><span class=\"s4\">OBR<\/span><span class=\"s4\">)<\/span> <span class=\"s4\">claim<\/span><\/a><span class=\"s3\"> that<\/span> <span class=\"s3\">a <\/span><span class=\"s3\">5% increase in public sector productivity <\/span><span class=\"s3\">could equal<\/span><span class=\"s3\"> around \u00a320 billion in extra funding<\/span><span class=\"s3\">. <\/span><span class=\"s3\">It is t<\/span><span class=\"s3\">his <\/span><span class=\"s3\">\u2018productivity will save us\u2019 part of the budget is<\/span><span class=\"s3\"> what I want <\/span><span class=\"s3\">to reflect on<\/span><span class=\"s3\"> in this <\/span><span class=\"s3\">blog<\/span><span class=\"s3\"> post<\/span><span class=\"s3\">.<\/span><\/p>\n<p class=\"s2\"><span class=\"s3\">In recent years<\/span><span class=\"s3\">,<\/span> <span class=\"s3\">the only<\/span><span class=\"s3\"> \"productivity puzzle\"<\/span><span class=\"s3\"> the UK seems to have solved is in the production of plans for productivity.<\/span><span class=\"s3\">We have had Osborne\u2019s <\/span><a href=\"https:\/\/www.gov.uk\/government\/publications\/fixing-the-foundations-creating-a-more-prosperous-nation\"><span class=\"s4\">Productivity plan<\/span><\/a><span class=\"s3\"> (2015)<\/span><span class=\"s3\">, May\u2019s <\/span><a href=\"https:\/\/www.gov.uk\/government\/publications\/industrial-strategy-building-a-britain-fit-for-the-future\"><span class=\"s4\">Industrial Strategy<\/span><\/a><span class=\"s3\"> (201<\/span><span class=\"s3\">7)<\/span><span class=\"s3\"> and then Johnson\u2019s<\/span> <a href=\"https:\/\/www.gov.uk\/government\/publications\/build-back-better-our-plan-for-growth\"><span class=\"s4\">Building back better<\/span><\/a> <span class=\"s3\">(2021) <\/span><span class=\"s3\">with its diagnosis of <\/span><span class=\"s3\">historic low levels of investment in physical capital and lower levels of basic and technical skills.<\/span><span class=\"s3\"> We even had <\/span><span class=\"s3\">Hunt\u2019s <\/span><span class=\"s3\">\u2018<\/span><a href=\"https:\/\/www.gov.uk\/government\/speeches\/autumn-statement-2023-speech\"><span class=\"s4\">Autumn Statement for Growth<\/span><\/a><span class=\"s3\">\u2019, <\/span><span class=\"s3\">only<\/span><span class=\"s3\"> 105 days <\/span><span class=\"s3\">before this budget<\/span><span class=\"s3\">,<\/span><span class=\"s3\"> with its 110 measures including <\/span><span class=\"s3\">many <\/span><span class=\"s3\">things to, you guessed it, boost productivity. <\/span><\/p>\n<p class=\"s5\"><a href=\"https:\/\/www.productivity.ac.uk\/research\/the-productivity-agenda-report\/\"><span class=\"s4\">Productivity<\/span><\/a> <span class=\"s3\">can<\/span><span class=\"s3\"> seem<\/span> <span class=\"s3\">simple<\/span><span class=\"s3\">. <\/span><span class=\"s3\">If outputs go up more than associated inputs, then the system is getting more productive. Simple? Well not really<\/span><span class=\"s3\">. <\/span><span class=\"s3\">Even <\/span><a href=\"https:\/\/www.ons.gov.uk\/aboutus\/whatwedo\/programmesandprojects\/publicserviceproductivityreview\"><span class=\"s4\">mea<\/span><span class=\"s4\">s<\/span><span class=\"s4\">uring<\/span><\/a><span class=\"s3\"> it is difficult<\/span><span class=\"s3\">, think of the vast array of inputs and outputs in a setting <\/span><span class=\"s3\">like healthcare <\/span><span class=\"s3\">or<\/span><span class=\"s3\"> education<\/span><span class=\"s3\">. <\/span><span class=\"s3\">How do you measure<\/span><span class=\"s3\"> productivity in <\/span><span class=\"s3\">an<\/span> <span class=\"s3\">area like <\/span><a href=\"https:\/\/www.ons.gov.uk\/economy\/economicoutputandproductivity\/publicservicesproductivity\/methodologies\/publicserviceproductivityestimatestotalpublicservicesqmi\"><span class=\"s4\">po<\/span><span class=\"s4\">l<\/span><span class=\"s4\">icing<\/span><\/a><span class=\"s3\">?<\/span> <span class=\"s3\">The Chancellor <\/span><span class=\"s3\">highlighted<\/span> <span class=\"s3\">the<\/span><span class=\"s3\">complexity <\/span><span class=\"s3\">of its outputs <\/span><span class=\"s3\">when <\/span><span class=\"s3\">he <\/span><span class=\"s3\">talk<\/span><span class=\"s3\">ed <\/span><span class=\"s3\">about how <\/span><a href=\"https:\/\/www.ons.gov.uk\/peoplepopulationandcommunity\/crimeandjustice\/adhocs\/15498nhsadmissionsforassaultwithsharpobjectsbyagegroupenglandandwales\"><span class=\"s4\">preventing knife crimes help<\/span><span class=\"s4\">ed<\/span><span class=\"s4\"> avoid hospital admissions<\/span><span class=\"s4\">.<\/span><\/a><\/p>\n<p class=\"s5\"><span class=\"s3\">At <\/span><span class=\"s3\">a national level <\/span><span class=\"s6\">productivity <\/span><span class=\"s3\">is fundamental because higher productivity means more goods and services produced with the same amount of labo<\/span><span class=\"s3\">u<\/span><span class=\"s3\">r and capital<\/span><span class=\"s3\"> and this <\/span><span class=\"s3\">enables higher wages, lower prices, and <\/span><span class=\"s3\">funding for<\/span><span class=\"s3\"> public services. Essentially, boosting national productivity is crucial for enhancing quality of life, reducing poverty, and ensuring sustainable economic development. <\/span><span class=\"s3\">With this as a backdrop, understanding why we have<\/span><span class=\"s3\">, for example,<\/span><span class=\"s3\"> lower <\/span><span class=\"s3\">financial services <\/span><span class=\"s3\">productivity<\/span><span class=\"s3\">, really<\/span><span class=\"s3\"> matters. In this case it is largely a question of <\/span><span class=\"s3\">reduced <\/span><span class=\"s3\">demand. For example, <\/span><a href=\"https:\/\/commonslibrary.parliament.uk\/research-briefings\/sn06193\/\"><span class=\"s4\">between 2018<\/span><span class=\"s4\">-<\/span><span class=\"s4\">21, the value of financial service<\/span><span class=\"s4\"> exports<\/span><span class=\"s4\"> to the EU fell by 19<\/span><span class=\"s4\">%<\/span><\/a><span class=\"s3\">and s<\/span><span class=\"s3\">maller output <\/span><span class=\"s3\">from this critical sector <\/span><span class=\"s3\">contributed to lower <\/span><span class=\"s3\">national <\/span><span class=\"s3\">productivity<\/span><span class=\"s3\">.<\/span> <span class=\"s6\">But th<\/span><span class=\"s3\">e<\/span> <span class=\"s3\">Chancellor<\/span> <span class=\"s3\">also spent a lot of time addressing the related but distinct notion of system<\/span><span class=\"s3\">-level<\/span><span class=\"s3\"> productivity<\/span><span class=\"s3\">,<\/span> <span class=\"s3\">especially <\/span><span class=\"s3\">in <\/span><span class=\"s3\">his<\/span><span class=\"s3\"> emphasis on <\/span><a href=\"https:\/\/www.gov.uk\/government\/speeches\/the-2024-budget-and-nhs-productivity\"><span class=\"s4\">\u00a33.4 billion for the NHS productivity plan<\/span><\/a><span class=\"s3\">. <\/span><span class=\"s3\">This kind of productivity<\/span> <span class=\"s3\">needs to be understood in <\/span><span class=\"s3\">a <\/span><span class=\"s3\">different <\/span><span class=\"s3\">way. <\/span><span class=\"s3\">For <\/span><span class=\"s3\">example,<\/span> <span class=\"s3\">given <\/span><span class=\"s3\">how important<\/span><span class=\"s3\"> wait<\/span><span class=\"s3\">ing<\/span> <span class=\"s3\">times <\/span><span class=\"s3\">and responsiveness are in the NHS, l<\/span><span class=\"s3\">et\u2019s use<\/span> <span class=\"s3\">a bit of<\/span> <a href=\"https:\/\/www.sciencedirect.com\/topics\/mathematics\/queueing-theory\"><span class=\"s4\">queueing <\/span><span class=\"s4\">theory<\/span><\/a><span class=\"s3\"> to<\/span><span class=\"s3\"> explore <\/span><span class=\"s3\">budget proposals to improve <\/span><span class=\"s3\">NHS productivity.<\/span><\/p>\n<p class=\"s5\"><span class=\"s3\">W<\/span><span class=\"s3\">aiting time in a queue <\/span><span class=\"s3\">can be approximated as<\/span><span class=\"s3\"> the product of<\/span><span class=\"s3\"> three<\/span> <span class=\"s3\">factors: <\/span><span class=\"s3\">variability, <\/span><span class=\"s3\">utilization<\/span><span class=\"s3\">, <\/span><span class=\"s3\">and service time<\/span><span class=\"s3\">.<\/span><span class=\"s3\">Variability i<\/span><span class=\"s3\">s <\/span><span class=\"s3\">unpredictability in demand <\/span><span class=\"s3\">for, and provision of, <\/span><span class=\"s3\">services. <\/span><span class=\"s3\">It<\/span><span class=\"s3\"> complicates planning, as the system must accommodate a wide range of patient needs and treatment times.<\/span> <span class=\"s3\">Influencing productivity by r<\/span><span class=\"s3\">educing variability <\/span><span class=\"s3\">was<\/span><span class=\"s3\">implied in talk of new<\/span><span class=\"s3\"> appointment systems<\/span><span class=\"s3\">,<\/span><span class=\"s3\"> via an enhanced NHS app<\/span><span class=\"s3\">,<\/span> <span class=\"s3\">that<\/span> <a href=\"https:\/\/www.england.nhs.uk\/2024\/03\/nhs-ai-expansion-to-help-tackle-missed-appointments-and-improve-waiting-times\/\"><span class=\"s4\">minimise missed appointments<\/span><\/a><span class=\"s3\">.<\/span> <span class=\"s3\">Utilization<\/span> <span class=\"s3\">is <\/span><span class=\"s3\">a measure of both how much resource <\/span><span class=\"s3\">you have <\/span><span class=\"s3\">and <\/span><span class=\"s3\">how<\/span> <span class=\"s3\">these<\/span><span class=\"s3\">resources are being used<\/span><span class=\"s3\">. <\/span><span class=\"s3\">The NHS has <\/span><span class=\"s3\">h<\/span><span class=\"s3\">igh utilization<\/span><span class=\"s3\"> for example, and this is a balance between too few <\/span><a href=\"https:\/\/www.bma.org.uk\/advice-and-support\/nhs-delivery-and-workforce\/pressures\/nhs-hospital-beds-data-analysis\"><span class=\"s4\">resources<\/span><\/a><span class=\"s3\"> and potentially wasted efforts on non \u2018value adding\u2019 work. <\/span><span class=\"s3\">The <\/span><span class=\"s3\">chancellor was referring to the latter <\/span><span class=\"s3\">in talk of 13 million hours lost annually to paperwork and antiquated IT <\/span><span class=\"s3\">systems. <\/span><span class=\"s3\">Service time is about the <\/span><span class=\"s3\">absolute <\/span><span class=\"s3\">duration <\/span><span class=\"s3\">of<\/span><span class=\"s3\"> each <\/span><span class=\"s3\">consultation or <\/span><span class=\"s3\">treatment<\/span> <span class=\"s3\">pathway <\/span><span class=\"s3\">and was<\/span> <span class=\"s3\">implied in talk of investments to streamline MRI and CT scanning processes and <\/span><a href=\"https:\/\/www.bmj.com\/content\/384\/bmj.q576\"><span class=\"s4\">digitising operating theatre workflows to facilitate an additional 200,000 operations per year<\/span><\/a><span class=\"s3\">.<\/span><span class=\"s3\"> These variables interact of course<\/span><span class=\"s3\">, although there was no real sense of this. <\/span><span class=\"s3\">I<\/span><span class=\"s3\">ncreasing capacity at one point in <\/span><span class=\"s3\">a<\/span><span class=\"s3\"> system doesn\u2019t help if you have a constraint elsewhere <\/span><span class=\"s3\">\u2013<\/span> <span class=\"s3\">for the NHS <\/span><span class=\"s3\">some of the <\/span><span class=\"s3\">key<\/span> <span class=\"s3\">capacity <\/span><span class=\"s3\">limitations<\/span> <span class=\"s3\">lie <\/span><span class=\"s3\">beyond the hospital and here<\/span><span class=\"s3\"> the <\/span><span class=\"s3\">missing <\/span><span class=\"s3\">national care strategy<\/span><span class=\"s3\"> is a <\/span><span class=\"s3\">significant<\/span> <span class=\"s3\">brake<\/span><span class=\"s3\"> on overall <\/span><span class=\"s3\">performance<\/span><span class=\"s3\">.<\/span> <span class=\"s3\">Moreover, t<\/span><span class=\"s3\">reating more patients <\/span><span class=\"s3\">doesn\u2019t<\/span><span class=\"s3\"> help <\/span><span class=\"s3\">overall <\/span><span class=\"s3\">if you have <\/span><span class=\"s3\">even greater <\/span><span class=\"s3\">increase<\/span><span class=\"s3\"> on<\/span><span class=\"s3\"> demand <\/span><span class=\"s3\">because<\/span><span class=\"s3\">of <\/span><span class=\"s3\">long-term health system problems<\/span><span class=\"s3\">.<\/span><\/p>\n<p class=\"s2\"><span class=\"s3\">Th<\/span><span class=\"s3\">e focus of the NHS plan <\/span><span class=\"s3\">also raises <\/span><span class=\"s3\">the role of <\/span><span class=\"s3\">technology. <\/span><span class=\"s3\">I<\/span><span class=\"s3\">n a manufacturing business<\/span><span class=\"s3\">, <\/span><span class=\"s3\">it\u2019s quite easy to see how i<\/span><span class=\"s3\">nvestment in machinery<\/span><span class=\"s3\"> increas<\/span><span class=\"s3\">e<\/span><span class=\"s3\">s<\/span><span class=\"s3\"> output per unit of input. <\/span><span class=\"s3\">Determining <\/span><span class=\"s3\">its<\/span><span class=\"s3\"> impact in <\/span><span class=\"s3\">a public service like <\/span><span class=\"s3\">polic<\/span><span class=\"s3\">ing <\/span><span class=\"s3\">is <\/span><span class=\"s3\">more difficult<\/span><span class=\"s3\">. <\/span><span class=\"s3\">It<\/span> <span class=\"s3\">might<\/span> <span class=\"s3\">reduce utilization<\/span> <span class=\"s3\">(\u201c<\/span><a href=\"https:\/\/www.gov.uk\/government\/news\/chancellor-to-cut-admin-workloads-to-free-up-frontline-staff\"><span class=\"s8\">Police officers waste around 8 hours a week on unnecessary adm<\/span><span class=\"s8\">in<\/span><\/a><span class=\"s7\">\u201d<\/span><span class=\"s6\">) <\/span><span class=\"s6\">but <\/span><span class=\"s3\">the nature of policing <\/span><span class=\"s3\">outputs means that the impact of this \u2018free time\u2019 is determined by numerous other fa<\/span><span class=\"s3\">ctors such as training, community engagement, and effective <\/span><span class=\"s3\">policy.<\/span> <span class=\"s6\">The same logic applies to the <\/span><span class=\"s6\">rather more <\/span><span class=\"s6\">eye-catching intent to make <\/span><a href=\"https:\/\/www.theguardian.com\/society\/2024\/mar\/06\/hunt-announces-plans-for-emergency-services-to-employ-drones-as-first-responders\"><span class=\"s8\">\u201cappropriate use drones as first responders<\/span><\/a><span class=\"s7\">.<\/span><span class=\"s7\">\u201d<\/span> <span class=\"s3\">So, <\/span><span class=\"s3\">while <\/span><span class=\"s3\">it is <\/span><span class=\"s3\">likely <\/span><span class=\"s3\">true<\/span><span class=\"s3\">,<\/span><span class=\"s3\"> as suggested<\/span><span class=\"s3\">,<\/span><span class=\"s3\"> that <\/span><span class=\"s3\">Large Language Models have<\/span><span class=\"s3\">\u00a0the potential <\/span><span class=\"s3\">to improve public sector productivity,<\/span><span class=\"s3\"> the purpose <\/span><span class=\"s3\">of their use <\/span><span class=\"s3\">needs to be <\/span><span class=\"s3\">much <\/span><span class=\"s3\">clear<\/span><span class=\"s3\">er<\/span><span class=\"s3\">. <\/span><span class=\"s3\">In general, ever more grandiose <\/span><span class=\"s3\">promises <\/span><span class=\"s3\">to transform<\/span> <span class=\"s3\">things<\/span><span class=\"s3\"> with <\/span><span class=\"s3\">ever more sophisticated <\/span><span class=\"s3\">technology <\/span><span class=\"s3\">should be tempered by three <\/span><span class=\"s3\">basic <\/span><span class=\"s3\">questions<\/span><span class=\"s3\">:<\/span><\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li class=\"s10\"><span class=\"s3\">How<\/span><span class=\"s3\"> feasible <\/span><span class=\"s3\">or <\/span><span class=\"s3\">mature is <\/span><span class=\"s3\">the solution <\/span><span class=\"s3\">really?<\/span><\/li>\n<li class=\"s10\"><span class=\"s3\">Is it acceptable as an investment<\/span><span class=\"s3\"> and to stakeholders<\/span><span class=\"s3\">?<\/span><\/li>\n<li class=\"s10\"><span class=\"s3\">How vulnerable is it, to failure, cost increases, security, etc.?<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p class=\"s2\"><span class=\"s3\">Moreover, <\/span><span class=\"s3\">in a world of crumbling <\/span><a href=\"https:\/\/www.bbc.co.uk\/news\/education-66681227\"><span class=\"s4\">RAAC roofing<\/span><\/a><span class=\"s3\"> (<\/span><span class=\"s3\">nb.<\/span><span class=\"s3\">,<\/span> <span class=\"s3\">itself <\/span><span class=\"s3\">a<\/span><span class=\"s3\"> technological<\/span><span class=\"s3\"> innovation in the 1950s), outdated IT infrastructure, poor data quality,<\/span><span class=\"s3\"> etc. <\/span><span class=\"s3\">\u2013 not to mention AI<\/span><span class=\"s3\">-specific<\/span> <span class=\"s3\">concerns over<\/span><span class=\"s3\"> transparency, accountability<\/span><span class=\"s3\">, <\/span><span class=\"s3\">and energy consumption \u2013 <\/span><span class=\"s3\">is <\/span><span class=\"s3\">the <\/span><span class=\"s3\">shiniest<\/span><span class=\"s3\"> technology<\/span><span class=\"s3\"> the place to start spending scare capital resources<\/span><span class=\"s3\">?<\/span><\/p>\n<p class=\"s2\"><span class=\"s3\">One final thought<\/span> <span class=\"s3\">on this budget<\/span><span class=\"s3\"> \u2013 and indeed all budgets.
