href=\"https:\/\/www.gov.uk\/government\/publications\/social-mobility-and-opportunity-areas\"><span class=\"s5\">Opportunity Areas<\/span><\/a>\u00a0<span class=\"s4\">programme<\/span> <span class=\"s4\">(<\/span><span class=\"s4\">2017-2022<\/span><span class=\"s4\">)<\/span> <span class=\"s4\">focussed<\/span><span class=\"s4\"> on improving <\/span><span class=\"s4\">young people's outcomes<\/span><span class=\"s4\">\u00a0in 12 social mobility cold spots. <\/span><span class=\"s4\">The <\/span><a href=\"https:\/\/www.bath.ac.uk\/projects\/from-the-centre-to-the-periphery-reducing-spatial-divides-through-area-based-education-initiatives\/\"><span class=\"s5\">\u2018From the Centre to the Periphery\u2019<\/span><\/a><span class=\"s4\"> project,<\/span> <span class=\"s4\">a <\/span><span class=\"s4\">major <\/span><span class=\"s4\">three<\/span><span class=\"s4\">-year <\/span><span class=\"s4\">quasi-experimental evaluation of <\/span><span class=\"s4\">the<\/span><span class=\"s4\"> impact<\/span><span class=\"s4\"> of th<\/span><span class=\"s4\">e OA<\/span> <span class=\"s4\">programme<\/span><span class=\"s4\">,<\/span><span class=\"s4\"> funded by the E<\/span><span class=\"s4\">conomic and <\/span><span class=\"s4\">S<\/span><span class=\"s4\">oci<\/span><span class=\"s4\">a<\/span><span class=\"s4\">l <\/span><span class=\"s4\">R<\/span><span class=\"s4\">esearch <\/span><span class=\"s4\">C<\/span><span class=\"s4\">ouncil<\/span><span class=\"s4\"> and bringing together a research team spanning the Universities of Bath, Bristol and Durham, <\/span><span class=\"s4\">began in October 2024<\/span><span class=\"s4\">. <\/span><span class=\"s4\">Working closely with stakeholders, it seeks to achieve meaningful change<\/span> <span class=\"s4\">by <\/span><span class=\"s4\">using the evaluation\u2019s <\/span><span class=\"s4\">insight<\/span><span class=\"s4\">s<\/span><span class=\"s4\"> to <\/span><span class=\"s4\">help <\/span><span class=\"s4\">inform the <\/span><span class=\"s4\">design of <\/span><span class=\"s4\">future place-based education <\/span><span class=\"s4\">and <\/span><span class=\"s4\">labour<\/span><span class=\"s4\"> market <\/span><span class=\"s4\">initiatives,<\/span><span class=\"s4\"> including <\/span><span class=\"s4\">the<\/span> <span class=\"s4\">government\u2019s <\/span><span class=\"s4\">ongoi<\/span><span class=\"s4\">ng<\/span> <a href=\"https:\/\/www.gov.uk\/government\/publications\/education-investment-areas\/priority-education-investment-areas\"><span class=\"s5\">Priority Education Investment Areas<\/span><\/a> <span class=\"s4\">programme<\/span><span class=\"s4\">.<\/span><\/em><\/p>\n<p><a href=\"https:\/\/blogs.bath.ac.uk\/iprblog\/wp-content\/uploads\/sites\/115\/2024\/12\/IMG_2053-min-scaled.jpeg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-2535\" class=\"s7\">Working closely with stakeholder<\/span><span class=\"s7\">s<\/span><span class=\"s7\"> is a key element of <\/span><span class=\"s7\">the <\/span><a href=\"https:\/\/www.bath.ac.uk\/projects\/from-the-centre-to-the-periphery-reducing-spatial-divides-through-area-based-education-initiatives\/\"><span class=\"s5\">\u2018From the Centre to the Periphery\u2019<\/span><\/a> <span class=\"s7\">project<\/span><span class=\"s7\">, <\/span><span class=\"s7\">and <\/span><span class=\"s7\">so we <\/span><span class=\"s7\">officially <\/span><span class=\"s7\">launched <\/span><span class=\"s7\">with <\/span><span class=\"s7\">a stakeholder<\/span><span class=\"s7\"> event at the <\/span><a href=\"https:\/\/derbymuseums.org\/museum-of-making\/\"><span class=\"s8\">Museum of Making, Derby Silk Mill<\/span><\/a><span class=\"s7\"> on 2<\/span><span class=\"s9\">nd <\/span><span class=\"s7\">December 2024<\/span><span class=\"s7\">. Derby was one of the 12 Opportunity Areas<\/span><span class=\"s7\">, and <\/span><span class=\"s7\">Derby<\/span><span class=\"s7\"> Silk Mill<\/span><span class=\"s7\"> - widely considered to<\/span><span class=\"s7\">be the world\u2019s first modern factory - <\/span><span class=\"s7\">seemed a fitting<\/span> <span class=\"s7\">venue<\/span><span class=\"s7\"> given its key role in the industrial revolution, a revolution which also <\/span><span class=\"s7\">stimulated much greater opportunities for social mobility. <\/span><span class=\"s7\">S<\/span><span class=\"s7\">tark social and geographic disparities<\/span><span class=\"s7\"> across the UK<\/span><span class=\"s7\"> remain however<\/span><span class=\"s7\"> - the reason why the<\/span><span class=\"s7\"> Opportunity Areas <\/span><span class=\"s7\">programme <\/span><span class=\"s7\">was so vital<\/span><span class=\"s7\">, with each of the 12 areas<\/span> <span class=\"s7\">focused on <\/span><span class=\"s7\">addressing <\/span><span class=\"s7\">key local barriers<\/span><span class=\"s7\">. I<\/span><span class=\"s7\">n the case of Derby<\/span><span class=\"s7\">, <\/span><span class=\"s7\">these priorities were <\/span><span class=\"s7\">early years, school improvement and broadening horizons<\/span><span class=\"s7\"> -<\/span><span class=\"s7\"> priorities which local leaders continue to strive to address <\/span><span class=\"s7\">under the new <\/span><a href=\"https:\/\/www.gov.uk\/government\/publications\/education-investment-areas\/priority-education-investment-areas\"><span class=\"s8\">Priority Education Investment Areas<\/span><\/a> <span class=\"s7\">initiative.<\/span><\/p>\n<p class=\"s3\"><span class=\"s7\">We were thrilled that so many passionate individuals<\/span><span class=\"s7\"> from across the UK<\/span><span class=\"s7\">, committed to achieving positive change in their local areas joined us at our launch to share their thoughts on our planned evaluation. <\/span><span class=\"s7\">We were also pleased to have representation from a broad range of stakeholders, including some of the key architects of the <\/span><span class=\"s7\">programme<\/span><span class=\"s7\"> at the Department for Education, chairs and members of the independent Opportunity Area boards, local school leaders<\/span><span class=\"s7\"> and third sector actors, and young people benefitting from the intervention.<\/span><\/p>\n<h3 class=\"s3\"><span class=\"s10\">No magic bullet in a place-based approach to promoting social mobility <\/span><\/h3>\n<p class=\"s3\"><span class=\"s7\">It was<\/span><span class=\"s7\"> notable the varied approaches that Opportunity Areas employed in aiming to plug the education and skills gaps they faced. Interventions aimed to tackle multiple barriers, including a focus on attendance, school exclusions, wellbeing, early years provision, and extra-curricular activities, as well as approaches more squarely orientated on raising literacy and numeracy levels. The broad range of interventions funded through the <\/span><span class=\"s7\">programme<\/span><span class=\"s7\"> challenges the legacy policy narrative framing educational underachievement and worklessness as issues caused by low aspirations, and poor choices made by young people. Against these narrow understandings of low social mobility, delegates pointed to the influence of familial, social relationships, institutional and structural factors that are external to individual control. Despite the range in intervention approaches taken, there was consensus among delegates that young people required long term and preventative action right from early childhood, <\/span><span class=\"s7\">in order to<\/span><span class=\"s7\"> meaningfully raise young people\u2019s educational achievements and life chances.<\/span><\/p>\n<h3 class=\"s3\"><span class=\"s10\">Partnerships: A key legacy at risk?<\/span><\/h3>\n<p class=\"s3\"><span class=\"s7\">A recurring <\/span><span class=\"s7\">theme throughout the day was the importance of partnerships<\/span><span class=\"s7\">. With the decreasing role and capacity of Local Authorities<\/span><span class=\"s7\"> to support local educational ecosystems, there has been a gap left in bringing all the educational stakeholders \u2013 schools, <\/span><span class=\"s7\">agencies, support groups \u2013 together within local areas. As one delegate pointed out, policy <\/span><span class=\"s7\">over the last 20 years<\/span> <span class=\"s7\">has in some ways encouraged less collaboration because<\/span><span class=\"s7\">\u00a0of greater individual competition between providers<\/span><span class=\"s7\">.<\/span> <span class=\"s7\">The design of <\/span><span class=\"s7\">Opportunity Areas <\/span><span class=\"s7\">was inherently collaborative in nature \u2013 it was based on the creation of education partnership boards that brought people within local areas together to tackle <\/span><span class=\"s7\">common<\/span> <span class=\"s7\">challenges they all faced \u2013 no matter which academy or academy chain they were part of. One of the striking things we heard was that in some local areas the Opportunity Areas <\/span><span class=\"s7\">programme<\/span><span class=\"s7\"> put people from <\/span><span class=\"s7\">neighbouring<\/span><span class=\"s7\"> schools together in the room for the first time<\/span><span class=\"s7\"> \u2013 to work together collaboratively.<\/span><\/p>\n<p class=\"s3\"><span class=\"s7\">This <\/span><span class=\"s7\">legacy of the <\/span><span class=\"s7\">Opportunity Areas <\/span><span class=\"s7\">programme<\/span><span class=\"s7\"> in building strong local partnerships<\/span><span class=\"s7\"> seemed crucial<\/span><span class=\"s7\">, <\/span><span class=\"s7\">and<\/span><span class=\"s7\"> many of <\/span><span class=\"s7\">these partnerships<\/span> <span class=\"s7\">continue to thrive<\/span><span class=\"s7\"> even as <\/span><span class=\"s7\">funding dissipated<\/span><span class=\"s7\">.<\/span><span class=\"s7\"> Some delegates<\/span> <span class=\"s7\">regarded <\/span><span class=\"s7\">this establishment<\/span> <span class=\"s7\">of local education partnerships and networks as <\/span><span class=\"s4\">the <\/span><span class=\"s7\">main benefici<\/span><span class=\"s7\">al<\/span><span class=\"s7\"> outcome of the <\/span><span class=\"s7\">programme<\/span><span class=\"s7\">. <\/span><span class=\"s7\">For example, <\/span><span class=\"s7\">delegates<\/span> <span class=\"s7\">from <\/span><span class=\"s7\">Derby<\/span><span class=\"s7\"> highlighted <\/span><span class=\"s7\">the development of their Inclusion Charter to reduce permanent school exclusions which 102 of the city\u2019s 108 schools are signed up to,<\/span><span class=\"s7\"> whilst <\/span><span class=\"s7\">a delegate from Blackpool<\/span> <span class=\"s7\">drew attention to <\/span><span class=\"s7\">a mentoring <\/span><span class=\"s7\">programme<\/span><span class=\"s7\"> run by the local football club which has been effective in early intervention, helping to plug some of the gaps in access to C<\/span><span class=\"s7\">hild and Adolescent Mental Health Services (CAMHS)<\/span><span class=\"s7\"> for local young people. <\/span><span class=\"s7\">Similarly,<\/span><span class=\"s7\"> a delegate from Bradford<\/span><span class=\"s7\"> spoke proudly of<\/span><span class=\"s7\"> much-needed collaborative projects for local young people <\/span><span class=\"s7\">focused<\/span> <span class=\"s7\">on life skills and providing opportunities beyond the classroom. <\/span><span class=\"s7\">Some of these partnerships, many of which have continued into the <\/span><a href=\"https:\/\/www.gov.uk\/government\/publications\/education-investment-areas\/priority-education-investment-areas\"><span class=\"s8\">Priority Education Investment Areas<\/span><\/a><span class=\"s7\"> i<\/span><span class=\"s7\">nitiative<\/span><span class=\"s7\">, may now however be at risk. <\/span><span class=\"s7\">Structures such as Primary and Secondary Strategy Groups which the O<\/span><span class=\"s7\">pportunity <\/span><span class=\"s7\">A<\/span><span class=\"s7\">reas<\/span> <span class=\"s7\">programme<\/span><span class=\"s7\"> paid for are now funded by subscriptions, but as school budgets get tighter and competition increases again<\/span><span class=\"s7\">, schools may not continue to pay <\/span><span class=\"s7\">these<\/span> <span class=\"s7\">costs<\/span><span class=\"s7\"> and the benefits of this collaborative approach could be lost<\/span><span class=\"s7\">. <\/span><\/p>\n<h3 class=\"s3\"><span class=\"s10\">Greater d<\/span><span class=\"s10\">evolution: the next step?<\/span><\/h3>\n<p class=\"s3\"><span class=\"s7\">Several <\/span><span class=\"s7\">stakeholder<\/span><span class=\"s7\">s expressed a desire for greater devolution in the ongoing <\/span><a href=\"https:\/\/www.gov.uk\/government\/publications\/education-investment-areas\/priority-education-investment-areas\"><span class=\"s8\">Priority Education Investment Areas<\/span><\/a> <span class=\"s7\">programme<\/span><span class=\"s7\">,<\/span><span class=\"s7\"> r<\/span><span class=\"s7\">unning within all 12 former Opportunity Areas<\/span><span class=\"s7\"> and<\/span><span class=\"s7\"> a<\/span><span class=\"s7\">n additional<\/span><span class=\"s7\"> 12 areas of <\/span><span class=\"s7\">entrenched deprivation. A<\/span><span class=\"s7\"> key barrier to doing so<\/span> <span class=\"s7\">however will be in<\/span><span class=\"s7\"> identifying who to devolve to. <\/span><span class=\"s7\">F<\/span><span class=\"s7\">ollowing widespread <\/span><span class=\"s7\">academisation<\/span><span class=\"s7\">, many <\/span><span class=\"s7\">schools are no longer under the control of their Local Authority,<\/span> <span class=\"s7\">so <\/span><span class=\"s7\">according<\/span> <span class=\"s7\">Local Authorities <\/span><span class=\"s7\">this power<\/span> <span class=\"s7\">may not be appropriate<\/span><span class=\"s7\">. Equally, according individual<\/span><span class=\"s7\">\u00a0schools or academy chains this power over local areas is questionable <\/span><span class=\"s7\">for<\/span><span class=\"s7\"> they may have their own vested interests.<\/span> <span class=\"s7\">In <\/span><span class=\"s7\">th<\/span><span class=\"s7\">e<\/span><span class=\"s7\"> recently published <\/span><a href=\"https:\/\/www.gov.uk\/government\/publications\/english-devolution-white-paper-power-and-partnership-foundations-for-growth\/english-devolution-white-paper\"><span class=\"s8\">English Devolution <\/span><span class=\"s8\">White Paper<\/span><\/a><span class=\"s7\">, Secretary of State for Housing, Communities and Local Government, Angela Rayner, <\/span><span class=\"s7\">advocates much greater devolution to regional Mayors. Our evaluation may be able to help inform the feasibility of this for the <\/span><a href=\"https:\/\/www.gov.uk\/government\/publications\/education-investment-areas\/priority-education-investment-areas\"><span class=\"s8\">Priority Education Investment Areas<\/span><\/a> <span class=\"s7\">programme<\/span><span class=\"s7\"> and future place-based education and <\/span><span class=\"s7\">labour<\/span><span class=\"s7\"> market initiatives. \u00a0<\/span><\/p>\n<h3 class=\"s3\"><span class=\"s10\">Ensuring <\/span><span class=\"s10\">an effective <\/span><span class=\"s10\">evaluation <\/span><\/h3>\n<p class=\"s3\"><span class=\"s7\">Stakeholders highlighted several factors that will be crucial to account for in ensuring a fair evaluation of the O<\/span><span class=\"s7\">pportunity <\/span><span class=\"s7\">A<\/span><span class=\"s7\">reas<\/span> <span class=\"s7\">programme<\/span><span class=\"s7\">. The first of these relate to the OA <\/span><span class=\"s7\">programme<\/span><span class=\"s7\"> design, for the initiative gave each of the 12 areas control of their own priorities. Each area was also awarded the same level of <\/span><span class=\"s7\">funding (<\/span><span class=\"s7\">around <\/span><span class=\"s7\">\u00a36 million) despite significant differences in population size. Other factors relate to data, for the secondary data planned for use cannot identify involvement with OA <\/span><span class=\"s7\">programmes<\/span><span class=\"s7\"> at the individual level, and in some OAs there is a greater existing evidence base that can be drawn upon than in others. Finally, there are key contextual factors to account for.
