Yet, as the global research landscape evolves, these principles must be balanced with vigilance. New security frameworks and regulations are emerging across the UK, Europe, North America, and beyond. Far from restricting innovation, these measures are designed to protect it.<\/p>\n<p>At the University of Bath, we are committed to helping our researchers navigate this complex environment. Trusted Research principles and export control compliance are not obstacles; they are essential tools for building secure, sustainable partnerships. By embedding these practices into our work, we safeguard the integrity of our research and ensure that international collaboration continues to flourish.<\/p>\n<p>In this blog, Dale Topley explores why Trusted Research matters more than ever\u2014examining rising state threats, global security measures, and practical steps such as export control compliance that enable safe and successful collaboration.<\/p>\n<p>Kind regards,<\/p>\n<p>Sarah<\/p>\n<p>&nbsp;<\/p>\n<p>The MI5 Director General Ken McCallum\u2019s\u00a0<a href=\"https:\/\/www.mi5.gov.uk\/director-general-ken-mccallum-gives-threat-update\">annual threat update on 16 October 2025<\/a>\u00a0included a statement which should make the research community sit up and pay attention:<\/p>\n<p><em>\u201cIn the last year we\u2019ve seen a 35% increase in the number of individuals we\u2019re investigating for involvement in state threat activity. That means espionage, including against our Parliament, our\u00a0universities, our critical infrastructure.\u201d<\/em><\/p>\n<p>The fact that\u00a0universities are mentioned front and center\u00a0is significant. It reinforces why an awareness of\u00a0<a href=\"https:\/\/computingservices.sharepoint.com\/sites\/EthicsatBath\/SitePages\/Trusted-Research.aspx?csf=1&amp;web=1&amp;e=y6pFKg&amp;CID=e8f9c6ca-4ce5-4df8-93e5-3ca90e72bf99\">Trusted Research<\/a>\u00a0principles is so important.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Global Shifts in Research Security<br \/>\n<\/strong>Research security is no longer a niche concern; it is shaping global research policy. For UK researchers, these developments mean proactive compliance is essential to sustain international partnerships.<\/p>\n<p>Outside of the UK, \u2018Trusted Research\u2019 is referred to as \u2018Research Security\u2019. Aligning with the impression given by the MI5 Director General\u2019s update, there have been several recent developments that highlight the tightening landscape for research and innovation:<\/p>\n<ul>\n<li><a href=\"https:\/\/policy.trade.ec.europa.eu\/news\/2025-update-eu-control-list-dual-use-items-2025-09-08_en\">EU Export Control Updates<\/a>: The EU has expanded its dual-use control list to cover emerging technologies including\u00a0quantum computing, semiconductor manufacturing equipment, advanced materials, and peptide synthesizers. These changes reflect growing concerns about the misuse of cutting-edge science. This follows the\u00a0<a href=\"https:\/\/computingservices.sharepoint.com\/sites\/EthicsatBath\/SitePages\/Export-Control-Updates---September-2024.aspx?csf=1&amp;web=1&amp;e=GZBL9L&amp;CID=618614d6-8235-4f13-9252-2a051d9c21ce\">update we shared last year<\/a>\u00a0covering updates to the UK\u2019s Export Control Lists.<\/li>\n<li><a href=\"https:\/\/www.gov.uk\/government\/publications\/notice-to-exporters-202529-the-export-control-amendment-no2-regulations-2025\/nte-202529-the-export-control-amendment-no2-regulations-2025\">UK Export Control Amendments<\/a>: The UK has introduced new regulations to align with international commitments and EU changes, updating controls on emerging technologies and dual-use goods.<\/li>\n<li>International Action on \u2018Research Security\u2019:\n<ul>\n<li>The\u00a0<a href=\"https:\/\/research-and-innovation.ec.europa.eu\/news\/all-research-and-innovation-news\/commission-announces-new-measures-strengthen-research-security-2025-10-28_en\">European Commission\u00a0announced measures<\/a>\u00a0to embed research security into law via the forthcoming European Research Area Act, alongside a new\u00a0European Centre of Expertise on Research Security\u00a0and a due diligence platform for international collaboration.<\/li>\n<li>The\u00a0<a href=\"https:\/\/www.gov.uk\/government\/news\/memorandum-of-understanding-between-the-government-of-the-united-states-of-america-and-the-government-of-the-united-kingdom-of-great-britain-and-north\">UK\u2013U.S. Memorandum of Understanding<\/a>\u00a0strengthens cooperation on strategic technologies, including AI, quantum, and civil nuclear research. The agreement included commitment to collaborate on Research Security.<\/li>\n<li>In Canada, the\u00a0Council of Canadian Academies\u00a0<a href=\"https:\/\/cca-reports.ca\/reports\/dual-use-research-of-concern\/\">published\u00a0<em>Balancing Research Security and Open Science<\/em><\/a>, calling for adaptive safeguards while maintaining openness.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>These signals point to a global consensus: research security is now a core component of responsible international collaboration.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Understanding State Threats<br \/>\n<\/strong>The statements from security services and international developments cited above are not in response to purely\u00a0<em>theoretical\u00a0<\/em>threats.<\/p>\n<p>Coventry University\u2019s report from February 2025,\u00a0<a href=\"https:\/\/www.coventry.ac.uk\/research\/areas-of-research\/peace-and-security\/protective-security-lab\/\"><em>State Threats and Universities: Case Studies from the United Kingdom<\/em><\/a>, provides sobering insights. It documents\u00a0real\u00a0incidents where UK universities faced risks from state actors ranging from subtle attempts to access sensitive data to more overt geopolitical pressures.<\/p>\n<p>One case study highlights how a UK university faced pressure to share controlled research data with an overseas partner, prompting an urgent review of export control obligations to prevent unlawful transfer of sensitive technology<\/p>\n<p>The case studies underline the importance of proactive risk management and informed decision-making.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Collaboration in a Risk-Aware World<\/strong><strong><br \/>\n<\/strong>Balancing openness with security is challenging, but it is the only way to maintain trust and progress in global research.<\/p>\n<p>Despite these risks,\u00a0international collaboration remains vital,\u00a0especially in emerging technologies where progress depends on global partnerships. The UK government reaffirmed this in its recent\u00a0<a href=\"https:\/\/www.gov.uk\/government\/publications\/joint-statement-from-the-11th-uk-and-china-joint-commission-meeting\/joint-statement-from-the-11th-uk-and-china-joint-commission-meeting\"><strong>Joint Commission meeting with China<\/strong><\/a>, emphasising that the UK remains open and highly international, while applying a risk-aware approach to partnerships.<\/p>\n<p>But collaboration must be\u00a0safe and compliant. The MI5 Director General\u2019s statement highlighted that, when addressing this new era of state threats:<\/p>\n<p>\u201c<em>This is where MI5\u2019s National Protective Security Authority, or NPSA, comes in<\/em>.\u201d<\/p>\n<p>The NPSA\u00a0<a href=\"https:\/\/www.npsa.gov.uk\/specialised-guidance\/trusted-research\">Trusted Research Agenda<\/a>\u00a0highlights a range of tools that researchers must engage with to keep their research safe.<\/p>\n<p>One key tool is strict adherence to\u00a0Export Control laws, which help researchers navigate complex international relationships responsibly.
