{"id":35,"date":"2016-08-04T16:25:47","date_gmt":"2016-08-04T15:25:47","guid":{"rendered":"http:\/\/blogs.bath.ac.uk\/researchdata\/?p=35"},"modified":"2016-08-04T16:25:47","modified_gmt":"2016-08-04T15:25:47","slug":"concordat-on-open-research-data","status":"publish","type":"post","link":"https:\/\/blogs.bath.ac.uk\/researchdata\/2016\/08\/04\/concordat-on-open-research-data\/","title":{"rendered":"Concordat on Open Research Data"},"content":{"rendered":"<p>A <a href=\"http:\/\/www.rcuk.ac.uk\/documents\/documents\/concordatonopenresearchdata-pdf\/\">Concordat on Open Research Data<\/a> has been<a href=\"http:\/\/www.rcuk.ac.uk\/media\/news\/160728\/\"> launched by HEFCE, RCUK, Universities UK and Wellcome Trust<\/a>.<\/p>\n<p>&nbsp;<\/p>\n<figure id=\"attachment_36\" aria-describedby=\"caption-attachment-36\" style=\"width: 1024px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-36 size-large\" src=\"http:\/\/blogs.bath.ac.uk\/researchdata\/wp-content\/uploads\/sites\/124\/2016\/08\/wordcloud-1024x768.jpg\" alt=\"wordcloud\" width=\"1024\" height=\"768\" srcset=\"https:\/\/blogs.bath.ac.uk\/researchdata\/wp-content\/uploads\/sites\/124\/2016\/08\/wordcloud.jpg 1024w, https:\/\/blogs.bath.ac.uk\/researchdata\/wp-content\/uploads\/sites\/124\/2016\/08\/wordcloud-300x225.jpg 300w, https:\/\/blogs.bath.ac.uk\/researchdata\/wp-content\/uploads\/sites\/124\/2016\/08\/wordcloud-768x576.jpg 768w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption id=\"caption-attachment-36\" class=\"wp-caption-text\">Word cloud drawn from Concordat text (wordclouds.com)<\/figcaption><\/figure>\n<p><!--more--><\/p>\n<p>The concordat will:<\/p>\n<blockquote><p>\"help to ensure that research data gathered and generated by members of the UK research community is made openly available for use by others wherever possible; in a manner consistent with relevant legal, ethical, disciplinary and regulatory frameworks and norms, and with due regard to the costs involved.\"<\/p><\/blockquote>\n<p>The Concordat sets out ten principles including:<\/p>\n<ul>\n<li>Importance of developing data skills<\/li>\n<li>Importance of ensuring data underlying publications is accessible by publication date<\/li>\n<li>Rights of data creators to reasonable first use<\/li>\n<li>Expectations of data users to acknowledge use of others\u2019 data<\/li>\n<\/ul>\n<p>The Concordat was developed by a UK multi-stakeholder group and is described as \"a set of expectations of best practice reflecting the needs of the research community.\"<\/p>\n<h1>10 principles<\/h1>\n<p>The Concordat sets out ten principles, enumerated below, and provides a page of detail on what each principle is aiming for\u00a0or will mean in practice:<\/p>\n<ol>\n<li>Open access to research data is an enabler of high quality research, a\u00a0facilitator of innovation and safeguards good research practice.<\/li>\n<li>There are sound reasons why the openness of research data may need to be\u00a0restricted but any restrictions must be justified and justifiable.<\/li>\n<li>Open access to research data carries a significant cost, which should be\u00a0respected by all parties.<\/li>\n<li>The right of the creators of research data to reasonable first use is\u00a0recognised.<\/li>\n<li>Use of others\u2019 data should always conform to legal, ethical and regulatory\u00a0frameworks including appropriate acknowledgement.<\/li>\n<li>Good data management is fundamental to all stages of the research process\u00a0and should be established at the outset.<\/li>\n<li>Data curation is vital to make data useful for others and for long-term\u00a0preservation of data<\/li>\n<li>Data supporting publications should be accessible by the publication date\u00a0and should be in a citeable form.<\/li>\n<li>Support for the development of appropriate data skills is recognised as a\u00a0responsibility for all stakeholders.<\/li>\n<li>Regular reviews of progress towards open research data should be\u00a0undertaken.<\/li>\n<\/ol>\n<h1>What's the context?<\/h1>\n<h2>Existing principles and expectations<\/h2>\n<p>The Concordat builds on existing guidelines and policies in this area, including those from the signatories and working group. Examples include\u00a0<a href=\"http:\/\/www.rcuk.ac.uk\/research\/datapolicy\/\">RCUK Common Principles on Data Policy<\/a>\u00a0and<a href=\"http:\/\/www.rcuk.ac.uk\/RCUK-prod\/assets\/documents\/documents\/RCUKCommonPrinciplesonDataPolicy.pdf\">\u00a0Guidance on best practice in the management of research data<\/a>\u00a0and the\u00a0<a href=\"https:\/\/www.epsrc.ac.uk\/about\/standards\/researchdata\/\">EPSRC policy framework on research data<\/a>.<\/p>\n<p>&nbsp;<\/p>\n<h2>Support for the Concordat<\/h2>\n<p>The Concordat was supported by Jo Johnson, the Minister for Universities and Science, who wrote that:<\/p>\n<blockquote><p>This Concordat is a testament to the research community\u2019s ability to build on [open research data]\u00a0expertise and steer this fast developing policy.<\/p>\n<p>The UK is on course to make all taxpayer-funded research publications available in an open access format.\u00a0<strong>Open research data is the next step in achieving the UK\u2019s open science ambitions<\/strong>.
