Interpreting an EPC

I've been reading my neighbours' energy performance certificates.  This did not involve snooping or asking intrusive questions as they (if they exist) are all on line.  You can check up on your street here.  This is an example (not my street).

If you compare what the reports say (a tedious task) you quickly realise that what they say either seems to depend on who the assessor is, or is subject to nuances that are obscured in the report.  For example, how can "fully double glazed" be rated both average and good?

And sometimes they are ridiculous; one of my neighbours was told they could improve their rating by installing a wind turbine – though none of the others were.  I can't see Wiltshire Council planners liking that one little bit – or we neighbours.
